8/28(金) 今朝, ジャクソンホールでケビン・ウォーシュFed議長の講演がありました

講演タイトルは"In Our Time"。

公開された講演を追ってみました。

■Warshが語ったこと

冒頭壇上に登ったWarsh議長は笑顔で議長就任100日目に言及。

“I’ve been looking forward to this weekend. What better place to mark my 100th day as Chairman.”

“Innovation is the conference theme”

この日のテーマは4つ

AIが経済をどう変えるのか。

Forward Guidanceと市場の関係。

金融政策を運営する上での原則。

現在の米国経済。

この際、

“You can call it an outline, you can call it a trail map, but pleeease just don’t call it forward guidance.”

ここでもフォワードガイダンスとは呼ばないように、といういつもの冗談を挟みながら本編に入っていきました。

講演で話した順番に沿って整理します。

1. AI|経済の「生産要素」になる可能性

最初のテーマはAI

“Well, times sure have changed. We’ve come to a hinge point in history.

To cite the clearest example, progress in artificial intelligence—the 80-year-old name for the newest technology, has been faster even than its evangelists predicted a couple of years ago.

The potential for substantially higher growth is on the rise. Ever-expanding pools of capital are pouring into AI-related infrastructure of all sorts.”

AIの進歩が想定以上に速く、AI関連インフラに大きな資本が流れ込んでおり、その結果、米国経済そのものがこれまでより高い成長率を持てる可能性が出てきた、「歴史の転換点に来ている」と表現。

FedがAIを見る理由。

“The Fed watches all of this attentively. We recognize that AI is a new variable—potentially a new factor of production—that will have consequences for both the economy and the conduct of monetary policy. It opens some major lines of inquiry.

Will the application of AI cause a significant, sustained rise in productivity across the economy? And if so, when?”

AIを”potentially a new factor of production”と呼び、生産性や経済の供給力そのものを変える可能性と表現。

その後、利益分配の話が続きます(がここでは割愛)。

最後にFed内でproductivity and jobsのTask Forceを使って検討を進めること、そしてこのTask Forceの結果を現在の金融政策判断に使うわけではないことも明言。将来、AIが経済構造を変えた時に、Fedがその変化を判断できるようにするための準備をしているとのこと。

2. Forward Guidance|Fedを見ながら市場が動き、Fedがその市場を見る

次にForward Guidance。

将来の政策についてFedが市場へ細かく方向性を示す現在のコミュニケーションに、Warshは以前から批判的でした。

“Transparency in communications about future policy decisions is not unto itself. Communications must be in service to the Fed’s paramount responsibility, getting monetary policy right.

Forward guidance as a regular practice was adopted by my colleagues and me during the Global Financial Crisis. It was essential at the time, and we introduced it with much fanfare. But, as with other legacies of crises past, I believe that the practice has outstayed its welcome.”

金融危機時にはフォワードガイダンスが必要だったが、現在まで通常の政策手法として残り続けたことには疑問。透明性を高めれば高めるほど良いとも考えていない。目的はコミュニケーションそのものではなく、”getting monetary policy right”であり、市場とFedの関係。

“The Fed should be humble and never naïve. The Fed plays an essential role in the economy and the markets. And our tools are powerful. We determine the path of short-term interest rates. And market participants will always try to anticipate what we will do next. But we should not indulge a regime in which market participants are looking primarily to the Fed for their next trade.

The economic literature has long described the distorting effects, what it called a hall-of-mirrors problem. If markets rely materially on the Fed’s guidance and the Fed relies on market prices, we are all more likely to be blinded to new developments, more likely to be caught unprepared for a turn of events, and more likely to commit errors in policymaking.”

市場参加者がFedを見ながら行動し、Fedが市場価格を見ながら経済を判断する。それを”a hall-of-mirrors problem”と呼びました。鏡の中の像を、もう一つの鏡が見ている状態。Fedと市場がそれぞれを見て市場価格と政策が動くと、実際の経済で起きている変化が見えにくくなるということ。

ここはWarshも一段強度を上げていました。

Warsh議長は市場に、経済データを自分で見て、自分で金利や成長率、インフレを考えることを求めています。Fedも、そうして形成された市場価格をシグナルとして受け取る。この関係に戻したいという考え。

“Providing forecasts to illustrate the Fed’s reaction function works better in theory than in practice, better in the lab than in the field. I’m not alone in noticing that forward guidance in 2021, to cite one example, might well have slowed the policy response to high inflation.”

2021年のインフレ上昇の際、事前に示していた政策方針があることでFed自身の対応が遅れた可能性も指摘しました。将来の金利をあらかじめ約束せず、その時に入ってくるデータを見て判断するという、就任時から彼が語っていたFedのコミュニケーションの方向がここでも示されました。

3. Key Principles|金融政策をどう判断するか

ここから金融政策を判断する際の原則を順番に説明

a. 最初はデータ

“First, I’ve noticed that, in this line of work, yesterday’s news has a way of getting mistaken for what is happening right now. The challenge is to know the difference. In other words, we must interrogate reality to make sure we are not setting forward-looking policy based on stale or inaccurate data. Nor should we rely on isolated data points. Trends matter most.”

昨日まで起きていたことと、今起きていることを区別。一つの指標で判断しない。Trends matter most。政策は将来に効いてくるため、古くなったデータを見ながら政策を決めないという原則。

b. 次に、需要と供給

“Second, the Federal Reserve’s actions are intended to ensure that the aggregate demand side of the economy is broadly consistent with aggregate supply. However, all we observe directly is activity. We never see, and can only infer, what’s really happening on the supply side. Hence, evaluating the current and expected balance between aggregate supply and aggregate demand is imprecise.”

Fedが金利で動かせるのは主に需要であり、経済がどこまで生産できるのかという供給力は直接観測できない。生産性、労働供給、設備投資、それらを推定しながら、需要とのバランスを判断する必要がある。

c. 2%のインフレ目標

“Third principle. There should be no misunderstanding. The Fed’s price stability objective of 2%, as measured by the PCE price index, is a firm, fixed target. Let me be equally clear about another aspect of the objective. Price stability is not self executing, nor is inflation necessarily mean-reverting. It is the Fed’s job to deliver stable prices.”

2%は firm, fixed target(固定された目標)

“It is the Fed’s job to deliver stable prices.”

前回のFOMCでも語ったこと。Fed自身が政策によって2%へ戻す責任を持つという考えを再度説明。

d. 雇用

“Fourth, the Fed also bears responsibility for maximum employment. Achieving both sides of our mandate over the medium term is not an either/or proposition. I do not believe that the Fed’s dual mandate works at cross-purposes. After all, high inflation itself is very harmful to economic prosperity.”

高いインフレそのものが経済や雇用を傷つけるという考え。

e. 政策手段

“Fifth, short-term interest rates are the predominant tool to achieve the dual mandate. Unconventional policies to spur economic activity may suit genuine crises of which we all have much experiences, but they should otherwise be used sparingly, if at all.”

中心となる政策手段は短期金利。QEなどの政策は、本当の危機以外では限定して使うという考え。

f. マネー(貨幣)

“Sixth, money matters. It’s not fashionable these days, but my view is that money has something important to do with monetary policy. We should pay attention to money created by the central bank and money that comes from the banking and financial systems.”

中央銀行が作る貨幣、銀行や金融システムによって作られる貨幣、その量と流れが金融環境や物価にどう影響しているのかを見る。Warshが以前から持っている金融政策観。

g. FedのCommunication

“Finally, a quieter Fed, more purposeful in its communications, is better able to meet its objectives. And we can be held accountable for delivering on our remit—the only true test of our credibility.”

“より静かなFed”という感じでしょうか。発言を増やすのではなく、必要なコミュニケーションを行い、結果によって評価されるFed。

Forward Guidanceの章で話した内容を、金融政策の原則としてもう一度説明。

では、この原則を踏まえてWarshは現在の経済をどう見ているのか。

“Now, given these principles, how do I read the economy today? What’s really going on outside the window?

So a little ironic that there are no window in this room, but there are big ones at the Federal Reserve.”

皮肉にもこの会場には窓が無い、という冗談をで会場を和ませてから次のテーマへ。

4. The Economy Today|現在の米国経済をどう見ているか

最初に7月FOMCの判断を説明。

“Labor markets were stable, and output was solid. But inflation remained too high. A good majority of my colleagues and I thought the wiser course was to await new information in the intermeeting period—especially given possible developments in supply chains, investment flows, and geopolitics—before deciding whether a change in interest rate policy was advisable. And we expressed our joint readiness to act as circumstances might require.”

労働市場は安定、経済活動も堅調、インフレは高い。7月会合では次の情報を待つことを選んだと説明。

ここから現在の米国経済について語っており、一部抜粋します。

a. 現在の経済についての評価

“For my part, today I am impressed by the overall performance of the economy, which appears to have strengthened. One indicator of strength is how well an economy holds up to shocks. On that score, both Main Street and Wall Street have been remarkably resilient.”

Warshは現在の米国経済が強いと見ている。Main StreetもWall Streetも、さまざまなShockに対して強さを維持していると評価。

b. 設備投資とAI

“Business capital expenditures—the seed corn of future economic growth—are rising rapidly. The four-quarter change in investment in equipment and intangibles has been around 9 percent, its highest growth rate since 2021. More than half of the cap-ex growth this year can likely be ascribed to the buildout related to AI.”

設備・無形資産への投資は4四半期で約9%増。2021年以来の高い伸び。最初のAIの章で話していた「経済の供給力を変える可能性」が、現在の実際の設備投資にも現れていると補強。

c. 企業利益成長

“For firms in the S&P 500, profits have grown by more than 20 percent over the past year. Profit margins are quite elevated, relative to history. Overall equity market volatility is low. We’re staying keenly focused on market internals, watching performance across sectors.

Expectations for growth in both cap-ex and corporate earnings are running quite high. I will continue to watch the change in their growth rates, the second derivative. The follow-on effects on asset prices, business confidence, consumer income, and spending are equally important to gauge.”

S&P500企業の利益は前年比20%以上増加。Warshは設備投資や企業利益について、現在の伸び率だけでなく、その伸び率がどう変化しているかを見ている。

d. 信用環境|金融環境はRestrictiveとは言えない

“Credit spreads on corporate bonds and leveraged loans are near the low ends of their historical ranges, and issuance volumes in these markets have been quite strong this year. Looking beyond fixed-income markets to the banking business, in the July Senior Loan Officer Opinion Survey on Bank Lending Practices, banks tell us that standards for commercial and industrial loans are on the easier end of their historical range. That helps explain the growth we’ve seen this year in those loans. Credit and loan markets are showing few signs of policy restraint.

Certain sectors—like housing and agriculture—are showing strains. But, on balance, I would be hard pressed to describe broad financial conditions as restrictive.”

社債とレバレッジドローンの信用スプレッドは、歴史的レンジの下限付近にある。信用市場と融資市場には、金融政策による強い制約を示す兆候がほとんどない。住宅や農業など、一部のセクターにはストレスが見えるが、全体として見れば、現在の広範な金融環境を「引き締め的」と表現することには無理がある。

信用市場を見る限り、強い引き締め効果は確認できないという評価。

e. 雇用|Full Employment

FedのDual Mandateの雇用側。

“When labor supply is barely growing, monthly job gains are naturally going to run low. There are always areas of concern in the labor market—for example, among recent graduates. In general, though, people who want to work, by and large, are holding or finding jobs. They may well be concerned about possible future labor disruptions, but as of now, I believe the labor markets are consistent with full employment.”

労働市場は非常に安定。

現在の労働市場で人の移動が比較的少ないのは、パンデミック後に雇用者と労働者の間で大規模な再マッチングが行われたことが一因であり、労働供給がほとんど増えていないのであれば、月次の雇用増加数が低くなるのは自然と説明。懸念領域もあり、最近の卒業者など弱い部分はある。

しかし全体として言えば、働きたい人はおおむね仕事を維持できている、あるいは仕事を見つけられている。

現時点では、労働市場は完全雇用と整合的であると判断。

f. インフレ|FedのFocusはPrices

雇用の次に物価。物価安定については、懸念すべきものと明言。

“But on the price-stability side of our mandate, the numbers are more concerning. The Fed’s preferred measure of inflation, the 12-month change in the PCE price index, stands at 3.7 percent, while the six-month change is 4.1 percent. The comparable measures from the CPI are also elevated, as are the core measures of both PCE and CPI inflation. None of these measures are perfect, but they all tell a similar story. Inflation is running above our 2 percent target. So the Fed’s predominant focus right now should be on prices.”

PCEは前年比3.7%。6カ月では4.1%。CPIも同様に高い水準。雇用市場を完全雇用と見ている中で、現在FedがFocusすべき対象を物価と明言。

Warshが見ようとしているのは基調的なインフレ。

“The job for policymakers is to capture underlying trend inflation. We want to gauge whether underlying inflation is rising, falling, or seems to be stuck in place. We also want to understand not just the direction of travel, but the speed. Each of these broad inflation measures had fallen significantly from their heights of few years ago. But the progress of last couple of years has been more modest.

And while this summer’s PCE and CPI readings were better than expected, they do not tell me that underlying trends have meaningfully improved.”

上下の方向感、止まっているか、方向だけでなくその速度も見る。これらの指標は2022年のピークからは大きく低下。ただし過去2年間の改善は限定的。この夏のPCE、CPIが予想より良好だった。しかしそれによって基調的トレンドが明確に改善したとは考えていない。

g. PCE 199項目|インフレの広がり

次にPCEを199の構成項目へ分解。ヘッドラインの数字だけでなく、どれだけ広い範囲でインフレが続いているのかを見ている。

h. 65カ月続くインフレ|責任は中央銀行にある

最後に、WarshはFed自身の責任に触れます。

“There is one signal nobody can miss. The responsibility for 65 months, of sustained elevated inflation, sits squarely with the central bank. And that is where it belongs.

Here is my standard. We must be confident that underlying inflation is moving to our objective, clearly and at sufficient speed. Otherwise, we have work to do. That’s our job, that’s our mandate, and that’s our charge to keep.”

ここは、"65 months" の後に、少し間を取りながら力を込めて説明。

過去65カ月続いている高インフレの責任は中央銀行にあると明確に指摘。

その直後に、自分が率いるFedの政策判断の基準を明示。

基調インフレが目標へ向かっていること

明確かつ十分な速度を持って進んでいること

そこに確信が持てなければ、まだやることがある。

”we have work to do”

現在のインフレに対するWarshの基準がこの部分に集約されていました。

5. Conclusion|約束ではなく規律

最後のパート

“I stand here today committed to a discipline, not to a decision.

My Fed colleagues and I are hardly the first to hold these positions in a time of great consequence. We are determined to redeem the time by doing our very best work.

We take our responsibility seriously, with humility and with resolve. So much depends on choices we make.”

今日のコミットメントは特定の「約束」ではなく「規律」。

Warshが就任100日目のJackson Holeで示したのは、その金融政策運営のDiscipline(規律)の話。
