Most people in the federal space still get this wrong. There isn’t just one ATO process anymore. Traditionally, every federal system, whether owned by an agency or maintained by a contractor, had to go through a full Authority to Operate (ATO) with that agency’s Authorizing Official. Straightforward. But cloud adoption changed everything. With the rise of federal cloud and DoD cloud environments, we now have the Provisional Authorization (PA or P-ATO). Here’s the difference: ATO is issued by a single agency’s Authorizing Official and only applies to that agency. The agency accepts all of the risk, and the review is customized to their environment. P-ATO is issued by central bodies like the FedRAMP JAB or DISA. The review is more rigorous and standardized. A P-ATO does not grant automatic use across agencies, but it does streamline adoption by removing duplicate security assessments. Agencies still need to issue their own ATOs because the risk never transfers. This matters because if you work in GovTech, compliance, or RMF, being able to explain ATO versus P-ATO is a game changer. It shows you can speak the language, reduce confusion, and actually help move systems forward in the federal space. #RMF #FedRAMP #GovTech

🛑 Don’t Assume Your MSP’s Compliance Covers the Cloud Many contractors trust their Managed Service Provider (MSP) to “handle compliance.” They assume that this automatically applies to the underlying Cloud Service Provider (CSP). The reality is that both must meet FedRAMP Moderate or higher standards. ☁️One common pitfall: thinking that “Office 365 Commercial” is the same as “Microsoft 365 Government.” It’s not. CSA makes vendor evidence (SOC reports, vendor testing, SBOMs) a valid starting point — you don’t have to re-do vendor work if you assess it risk-appropriately. Clause: Additional considerations — vendor controls & cloud. What FDA expects: Use vendor docs as a base but perform a risk-based vendor assessment, include service agreements for SaaS, and document gaps and compensating controls. What you should do: Build a vendor evidence pack checklist: dev SDLC evidence | SOC II | SBOM | change management policy | auto-update notice | SLA for availability. Note residual risks and monitoring strategy.
