💡 New Toolkit from RAP — "Putting It All Together: Options for Modernizing Integrated Resource Planning." 💡 Integrated resource planning (#IRP) is crucial for helping utilities make better investment decisions that align with state policy goals and plan for future uncertainties. To support this process, the Regulatory Assistance Project (RAP) has developed a new toolkit: "Putting It All Together: Options for Modernizing Integrated Resource Planning." This comprehensive resource provides legislative language options designed to help utilities — and their regulators — develop robust, future-focused plans for electric system infrastructure. Drawing from statutes and regulations across the Midwest and other selected states, the toolkit offers practical insights from research and conversations with current and former regulatory commission staff. “Putting It All Together” was developed by Alex Antal, Shawn Enterline, Camille Hensler Kadoch, Richard Sedano and Andrew V.. Yet, while North America’s grids are among the most interconnected in the world, resource adequacy (RA) planning remains fragmented across dozens of utilities, system operators, and planning coordinators. Unpopular opinion: Most utility RFP responses are 90% identical. And evaluators know it. I reviewed 30 proposals for a recent utility BESS project. Here's what I found: ✓ 28 out of 30 had the same safety protocols (copy-pasted) ✓ 27 out of 30 had nearly identical compliance sections ✓ 25 out of 30 used the same project references The 2 that won? They spent ZERO time on boilerplate. They spent ALL their time on custom solution design. The difference: They had systems that handled the repetitive stuff. The Minnesota Public Utilities Commission just approved the $6.2 billion acquisition of ALLETE (parent of Minnesota Power) by BlackRock’s Global Infrastructure Partners and Canada Pension Plan Investment Board. This shows a growing trend of private equity entering the regulated utility space — a sector once considered too slow-moving for PE interest. Why the shift? ⚫ Surging demand from AI and data centers ⚫ Stable, regulated returns ⚫ Massive capital needs for infrastructure investment 📊 The ALLETE deal includes: ◼️ A $200M benefit package for ratepayers ◼️ A one-year rate freeze ◼️ Commitments to fund a $5B capital plan ◼️ A $50M investment in renewable power ⚖️ Regulators are balancing innovation and infrastructure investment with long-term ratepayer protections.
