Unpopular opinion: Most utility RFP responses are 90% identical. And evaluators know it. I reviewed 30 proposals for a recent utility BESS project. Here's what I found: ✓ 28 out of 30 had the same safety protocols (copy-pasted) ✓ 27 out of 30 had nearly identical compliance sections ✓ 25 out of 30 used the same project references The 2 that won?
