Today, I participated in an iCN (Industry Capability Network) workshop focused on Estimating for Defence – Day 1: Getting the Price. The atmosphere was vibrant, with significant ideas shared and numerous practical takeaways applicable to real programs. Key topics covered included: - Getting Started: Framing the estimate with a clear scope, well-defined assumptions, and a defensible basis of estimate. - The Estimating Process & Tools: Transitioning from data to decision through WBS alignment, BoM traceability, CERs, and version control favored by auditors. - Estimating Methodology: Selecting the appropriate method for the right data, including analogous, parametric, bottom-up, and hybrid approaches. - Case Study Task 1: Transforming a problem statement into structured estimate logic. - Breaking It Down: Integrating PBS/WBS/CBS to ensure that schedule, cost, and risk are interconnected. - Managing Uncertainty + Monte Carlo: Utilizing three-point estimates, ranges, and confidence curves to mitigate false precision. - Case Study Task 2: Testing assumptions, challenging outliers, and enhancing the BOE narrative. - Biases: Identifying optimism, anchoring, and scope creep early, and finding ways to eliminate them. In conclusion, disciplined estimating is not merely about guessing a number; it involves constructing a transparent, repeatable argument for that number, with visible and manageable uncertainty.
