As a OCM lead with extensive SaaS/ERP experience, I concur! The tech implementation--the requirements gathering, the RFP and selection, the design-build-demo, data and testing, and admin training workstreams--can consume business owners', SMEs', and project workstream leads' time. But if you ignore the communication and engagement, strategic middle management support, change impacts/risks and benefits, sponsor alignment and engagement, SME and end user training, launch support, and maintenance support workstreams, then you've tanked your multimillion-dollar system implementation. Ensuring all workstreams--including PM and OCM--are integrated and well-resourced can make or break a project. The tech has to be rigorously built (or configured) and tested, but system users have to embrace the stages of change to adopt and fully use the new system to achieve high ROI. The human impact has to be calculated early in the project to identify apprpriate level of effort and OCM resources needed. The more "human" a change, the more you need OCM.
