Arizona’s CTE system is a tightly connected structure where statutory authority, administrative rules, and federal requirements work together to ensure high‑quality, industry‑aligned pathways. Standards drive instruction, assessments measure outcomes, CTSOs and WBL deepen learning, counseling guides student progression, data demonstrates effectiveness, and finance sustains the system. Program Services at ADE provide the infrastructure that supports statewide CTE implementation — including guidance on approved programs, program development, compliance monitoring, and connection to all other CTE elements. This unit helps Local Education Agencies (LEAs) and Career and Technical Education Districts (CTEDs) implement and maintain programs with quality. Following a very interesting conversation with the Business Director of a Multi-Academy Trust today, I thought it would be handy to share an educational note on the DfE-approved CCS (Crown Commercial Service) Framework: The quieter strengths of the framework are visibility and clarity. Schools and Multi-Academy Trusts using the CCS Framework can expect: • Pre-vetted, compliant agencies • Agreed rate cards • Safeguarding standards • Clear temp-to-perm terms • And, crucially, transparency on how daily charges are built! Under CCS requirements, teacher and support pay should be visible in the rate card which is made up of: • Daily rate (according to teacher payscale where relevant) • On-costs • An agreed margin If you’re ever unsure how a daily rate has been calculated, you are entitled to see the rate card. That transparency isn’t a “nice to have”, it’s the point of the framework. Today is the first day of the semester. For most users, this means logging in, enrolling, or checking what is next. Behind the scenes, it is one of the busiest moments in the system’s lifecycle. During the break, lecturers have been marking exams and are now ready to upload results. Students are enrolling for the new semester. Management is requesting reports on how the semester was closed and what the new enrollment numbers look like. All of this is happening at the same time, on the same system. This is where structured workflows matter. Results must be uploaded correctly and validated. Enrollments must follow policy so data remains clean. Reports must be generated from accurate, complete records. Supporting users during this period is not about shortcuts. It is about guiding each group through the right process while protecting system integrity. When systems are prepared for these overlapping demands, pressure reduces, errors drop, and trust in the system increases. Why I Stepped Into PSI Test Prep & Licensure Readiness 📘 After 15+ years in cosmetology education, I saw a consistent challenge across programs—not a lack of talent or instruction, but a lack of clarity around licensure readiness and the PSI testing process. Students were graduating capable and confident, yet still feeling overwhelmed by exam logistics, eligibility steps, and compliance details. Schools were spending valuable time troubleshooting processes that aren’t always clearly explained.
