“The 2025 Claims Working Group for the Workers' Compensation Insurance Rating Bureau of California (WCIRB) highlights that California’s linguistic diversity has become a primary driver of rising Loss Adjustment Expenses (ALAE) within the state’s workers’ compensation system. ‘There has been significant growth in physical medicine and rehabilitation service costs (included in physician and non-physician practitioner services) and interpreter and home health care service costs,’ states the WCIRB advisory on pure premium rates effective September 2025.”

We keep asking the wrong question when it comes to public sector/community interpreting. Across the interpreting sector in Canada, I regularly hear: “How do we encourage people to take training?” But training does not exist in a vacuum. People respond to systems, and our systems are sending very mixed signals. • We say we want professional interpreters. • We say quality and safety matter. • We say language access is essential. And yet, we continue to contract and compensate people as interpreters with little or no training, then express surprise when professional development feels optional. • Interpreter training is not a courtesy. • It is the foundation of competent practice. In healthcare, courts, schools, and community services, interpreting directly affects outcomes, rights, and safety. When training exists but is not required, and a critical incident or adverse event occurs, responsibility does not disappear. It surfaces. At that point, the question is no longer about encouragement. • It is about duty of care. • It is about risk and liability. • And it is about who, exactly, is accountable when things go wrong. Professionalizing interpreting is not about raising barriers for the sake of it. It is about aligning expectations, procurement, and practice with the reality of the work. If we want a professional workforce, we must build professional conditions, and that requires clarity about roles, requirements, and responsibility across the system. I completely froze in front of my patient. After 25 years of speaking fluent Spanish, I had no idea what he just said. "Un esguince." I smiled and nodded, then felt my face go red when I realized I had no clue what he was talking about. He saw it. So he started explaining his symptoms, how he injured his ankle, when the pain started, what made it worse. That's when it clicked: Oh... una torcedura de tobillo, an ankle sprain. Same injury. Completely different word. For years, I treated mostly patients from Mexico. "Torcedura" was the word. It was always the word. Now the majority of my patients are from Venezuela, and I'm learning my Spanish isn't as fluent as I thought. It's fluent in one region's Spanish. Not in all of them. Here's what that moment taught me: Language fluency isn't just about grammar or vocabulary size. It's about knowing the specific words your specific patients use to describe their pain. When I didn't recognize "esguince," I couldn't immediately validate his experience. He had to work harder to be understood in a moment when he was already hurting. That extra cognitive load? Florida has officially mandated that all driver’s license exams be given only in English starting February 6, 2026, ending all foreign‑language versions despite the state’s large Hispanic and multilingual population. For years, Florida offered the Class E knowledge exam in up to six languages, including Spanish, Haitian Creole, Arabic, Chinese, and Russian. Commercial exams were available in English and Spanish. All of that ends under the new mandate. What the new rule does 1. All written knowledge exams and road tests must be taken in English. 2. Interpreters are no longer allowed, even for oral exams. 3. The rule applies to every license type, including commercial and non‑commercial. The Florida Department of Highway Safety and Motor Vehicles firmly states that this change will significantly enhance road safety, guarantee standardized communication between drivers and law enforcement, and align with federal mandates advocating for English-only testing in the transportation sector. With one of the largest Hispanic populations in the United States, Florida recognizes that many counties have reported a substantial percentage of exams taken in languages other than English. In Hillsborough County alone, more than 37% of exams were conducted in non-English languages. This change is essential for ensuring clarity and safety on the roads.

Disqualify latin candidates who don't speak Spanish, just to hire someone and pay them the rate offered to me. If you value someone speaking another language, you should pay them MORE, because not only are they doing the job they are your "default" translator. Pay for the skills you require instead of trying to pay people, cheaply, for them.
