Having studied MILSPECS for such a contingency unless it’s identified as a military use facility upfront it’s not likely to have included those measures during build and would cost much more if added during a remod.

HB26-1124 (Electrical Generation & Distribution Resiliency) creates an 18-member Colorado Electric Grid Resiliency Task Force to conduct a uniform engineering assessment of every covered transformer in Colorado and develop a prioritized statewide hardening and spare-transformer plan. It also directs the Public Utilities Commission to adopt rules requiring implementation of the highest-priority hardware-based mitigation measures identified by the task force unless equivalent protection is demonstrated. Why this matters: Severe geomagnetic disturbances (GMD) can drive geomagnetically induced currents (GIC) that cause half-cycle transformer saturation, harmonics, elevated reactive power demand, overheating, and, in extreme cases, transformer damage or loss. The E3 component of high-altitude nuclear EMP (HEMP) is physically similar to GMD in how it induces quasi-DC currents on long conductors (e.g. Electric Power Lines). Mitigations that reduce GIC exposure generally also reduce E3 exposure for covered transformers. HB26-1124 is structured to be evidence-driven and performance-focused: assess, prioritize, plan, and implement, with appropriate data protection (CEII) and cost recovery pathways.
