Typically, we tie our pension to income. What about tying it to expenses instead through VAT rebate? Tying it to income reduces the ability of workers in the informal sector or non-salaried workers to save and contribute effectively for their pensions because of the lack of regular income streams. We have been wanting to address this issue by reducing the informality in our economy but this is ever more challenging with the rise of gig workers and freelancers, etc. What if we tie “informal” workers’ pensions to expenses instead? The government could save a portion of the VAT that workers pay on their expenses and rebate the amount as their pensions when they retire. In the case of Thailand, this could supplement the existing universal old-age allowances which could be tapered off for higher income quintiles as VAT rebate pensions for them would be proportionately bigger. Our WB pensions team is exploring this and I’m excited at the prospect. My interview with the Resources (in Thai) explains our thinking a bit more in detail.
