When the sea is no longer uncontested, the nation must rethink how it sails. A recent U.S. Naval Institute Proceedings piece on the emerging panoceanic Navy captures a shift many inside the community have felt for years: the era of guaranteed maritime supremacy is over. This isn’t cause for alarm—it's a call for clarity. Command of the sea has always been the foundation of American power, economic stability, and forward presence. But today’s environment demands more than legacy assumptions. China’s naval expansion, low‑cost autonomous systems, and persistent gray‑zone pressure mean we face an adversary actively shaping the seas before conflict ever begins. What stood out to me in this analysis is simple: the decisive contest has returned to the water itself. From my time working on United States Department of War technology adoption and supporting the Sailors who operate these systems, I’ve learned that breakthroughs matter only when they survive contact with saltwater, distance, and real‑world constraints. A panoceanic Navy—distributed, resilient, and informed by operational truth—aligns with that reality. This isn’t about rhetoric or fear. It’s about discipline. It’s about giving the warfighter options. And it’s about ensuring the US Navy can still do the one thing our allies expect and our adversaries fear: control the seas when it matters. As we modernize fleet architecture, integrate unmanned systems, and rethink how we operate across vast oceans, our focus must stay on the fundamentals—mission effectiveness, survivability, and a fleet design that stands the test of both competition and conflict. ““These are cramped surroundings,” said James Holmes, a professor of maritime strategy at the U.S. Naval War College, who compared the Strait to a funnel. Local topography—including a shipping channel that shrinks to less than 2 nautical miles wide at its narrowest—requires predictable routes in a small area, he said. Iran can “just saturate that narrow passage with fire.” Missiles, drones and sea mines are potential threats, Holmes said. Iran’s navy also has 18 submarines, according to the International Institute of Strategic Studies in London. They can lurk in waters beyond Iran’s shores. Already, several thousand ships have been stuck on either side of the Strait, and the blockage is cascading through the region’s industry as storage tanks fill up with oil that can’t depart, forcing producers to slash output. Shipping through the Strait has nearly ground to a halt, according to ship-tracker MarineTraffic. While some tankers have sailed through, several owners said they aren’t willing to run the gauntlet.” #hormuz

Solid piece of writing, better than I have seen in all Navy publications. Worthy of further discussion. The graph showing naval shipbuilding capacity should be redrawn to show the sums of capacity by the US, Korea, and Japan. Adding European allies to that sum will show that China is a threat, but not an unsurmountable challenge. The biggest challenge will be to operate for allied navies in a region where land based enemy missile attacks are possible. Assymmetric warfare started to develop in the 1980's and is now the biggest challenge. Central to the whole analysis is the value of working with allies.
