I have offered it up as a licensed ROADMAP. The majority of the files are reusable for upgrading to FIPS 140-3. This actually cost me $3 million to create a level 3 certification, and I am not about to present it for 'The common good' as stated above. I have offered the roadmap and all artifacts, including test procedures and test results for a NON-EXCLUSIVE licensing for the sum of $10,000 USD. An agent for NIST has told that this is far too cheap as the value for a level 3 is valued at over $ 100,000 currently on the market. I will remain at my first offered price of $10,000 USD. A 35% increase in incidents clearly shows how critical it is for both the public and private sectors to continue strengthening cyber resilience. Financial institutions and fintech companies are an important part of that ecosystem, particularly those connected to global financial messaging networks such as SWIFT. Strengthening governance and security controls in these environments is becoming increasingly important. I own a FIPS140-2 LEVEL 3 Certification. Is it or how is it of any value ? I have posted it offering the files, test files and all artifacts as a roadmap to developing their own certification. It shaves off up to 18 months development time and many, many thousands of dollars , speeding up the time and costs.
