(light upbeat music) (air swooshing) (moves into slow soft music) - We've instituted over a couple of last years a series of export controls on chips, chip-making equipment. The controls not only dictate technology transfer from the United States, but they also reach foreign produced items, right? So we have a couple of types of rules that the US government has been using in terms of restricting tech transfer from our partner nations, or that the transfer of goods from our partner nations. One is the de minimis rule, which basically says that a foreign produced item, if it has specific levels of US content, can still be controlled under US export controlled jurisdiction. What we've done is for certain semiconductor manufacturing equipment, we've lowered the de minimis rule such that lesser levels of US content can still allow the US government to impose export controls on those goods.
