Understanding global- and project-level permissions

Users need permissions to perform various actions and see data in JIRA, and there are several levels at which such permissions are granted and maintained. There are global permissions in JIRA that are maintained by overall JIRA instance administrators. These grant one or more general permissions, which tend to be cross-project or non-project specific. So for instance, the ability for a user to share a dashboard or an issue search filter, or to be a Jira administrator, or create team managed projects in Jira Cloud. These are non-project specific and so are managed via global permissions. Global permissions are assigned to user groups rather than individual users, and Jira administrators can create and maintain user groups. Project level permissions obviously have to do with what users can do within a specific project.
