- [Instructor] Hello, and welcome back to session two of course 12, which is about surveillance activities. Now, a great way to look at this really is about who is able to carry out any sort of covert surveillance legally. So essentially, the rule here, I think, is no covert surveillance without some lawful authority. You know, you cannot spy on people unless the law kind of says you can. So there are certain types of surveillance that is permitted. You know, it's actually Article 23. It says that it does permit the EU or member states to restrict the rights of data subjects. But it says that those restrictions must be carried out, you know, with respect to the essence of those rights. And any interference must be necessary and proportionate in the service of a democratic society. So this isn't really about being able to break the law.
