(upbeat music) (gentle upbeat music) - What we're talking about are things that you can use for a good reason and you can use for a bad reason. And often you find out after the fact that it can be used for a bad reason or a way to hurt your country so that you'll need to regulate it. One example is fertilizer. Fertilizer, excellent. Use it to increase crop yield, feed your population. You can also build bombs with it when you combine it with other freely available chemicals. That's why fertilizer is a dual use good and is regulated. It is considered a chemical tool or agent. Other examples, thermal imaging. Night vision cameras, night vision. Great way to find a child lost in a forest in the middle of the night. It's also a great way to see if the opposing side is sneaking up on you. It's also drones, missiles. They're easy ones to say, "Oh, that needs to be regulated. That is a dual use good." How about metal pipes? Precision ball bearings? Thin precision aluminum pipes can be used…
