Imagine you are managing the entrance to a popular new roller coaster. The seats on the ride are like the data channels. But how many ticket scanners do we need at the gate to get everyone inside? If you have too few, you create a huge line. If you have too many, You are wasting the staff. The PDCCH channel in LTE faces the exact same puzzle. First, let's understand that PDCCH resources are counted in control channel elements or CCE. Think of CCE as a unit of signaling space. One CCE is a bundle of 36 resource elements. Those are the individual little boxes on our time and frequency grid. When a user's phone needs any instruction, like where to find its data, the network assigns it one or more of these CCEs bundled on the PDCCA. The total CCE available depends on the bandwidth and how many symbols we are dedicating for PDCCA. Let's do a quick example with 10 MHz channel that gives us 50 resource blocks per symbol.
