Job Description

Job Summary

The Manager, Information Technology (IT) Operations and Security, is a hands-on IT leader responsible for the daily operation, security, and reliability of YRCI’s IT environment. This role blends technical execution with operational leadership and serves as the primary owner of IT infrastructure, cybersecurity execution, end-user support, and vendor management.

Reporting to the Chief Financial Officer (CFO), this position is intentionally designed as a player–coach role and requires regular direct involvement in operational tasks, including system administration, cybersecurity execution, and helpdesk ticket resolution, while also leading and continuously improving IT services in a lean Government Contracting (GovCon) environment.

Key Responsibilities

IT Operations and Cloud Administration

  • Own day-to-day administration of Microsoft Azure and Microsoft 365 Government Community Cloud (GCC) environments, including identity, security, networking, and endpoint management.
  • Perform hands-on system configuration, maintenance, monitoring, and troubleshooting.
  • Manage provisioning, lifecycle management, and security of laptops, mobile devices, and peripherals.
  • Administer identity, device enrollment, and endpoint security using tools such as Microsoft Entra ID, Microsoft Intune, Windows AutoPilot, and Microsoft Company Portal.
  • Administer and maintain on-premises network infrastructure, including Fortinet firewalls, Virtual Private Network (VPN) connectivity, and secure wireless (Wi-Fi) networks.
  • Ensure high availability, performance, and reliability of IT systems and services.

Cybersecurity and Cybersecurity Maturity Model Certification (CMMC) L2 Execution

  • Implement and maintain security controls aligned with National Institute of Standards and Technology (NIST) 800-171 and CMMC Level 2 requirements.
  • Maintain System Security Plan (SSP), Plan of Action Milestones (POA&M), and compliance evidence in audit-ready condition.
  • Configure, monitor, and respond to security controls and alerts using Microsoft security platforms such as Microsoft Defender for Cloud, Defender for Endpoint, and Microsoft Purview.
  • Monitor security events, manage incidents, and coordinate remediation.
  • Partner with leadership on risk identification and mitigation strategies.

Helpdesk & End-User Experience

  • Ensure the IT team provides outstanding customer service to internal and external stakeholders.
  • Own the day-to-day operation of the IT helpdesk, including ticket intake, prioritization, escalation, and resolution.
  • Personally handle and resolve helpdesk tickets, particularly escalations, complex issues, security-related incidents, and periods of high-ticket volume.
  • Provide timely resolution of end-user issues across hardware, software, identity, collaboration tools, and cloud services.
  • Develop and improve helpdesk processes, documentation, and self-service resources to increase efficiency and reduce recurring issues.
  • Develop and deliver user training and security awareness initiatives.

Vendor & Asset Management

  • Manage relationships with cloud providers, Managed Services Provider (MSP), and security vendors.
  • Negotiate contracts, control costs, and ensure service quality.
  • Track IT assets, licenses, and subscriptions to ensure cost efficiency and compliance.

Leadership & Planning

  • Directly oversee IT staff and/or contractors.
  • Mentor team members and promote operational excellence.
  • Support IT budgeting, forecasting, and cost optimization.
  • Provide regular operational, security, and risk reporting to the CFO.

Business Support

  • Collaborate with internal teams on selection, evaluation and implementation of new systems and platforms as needed.
  • Manage collaboration and content platforms including Microsoft Teams and Microsoft SharePoint, ensuring secure access, data protection, and user adoption.
  • Act as a trusted technology partner to ensure solutions are practical, secure, and well-adopted.
  • Support technical inputs for proposals and government solicitations.
  • Participate in business continuity, disaster recovery, and Continuity of Operations Plan (COOP) planning.
  • Ensure IT operations align with business priorities, security requirements, and contractual obligations.

Job Requirements

  • Bachelor’s degree in IT, Computer Science, or related field (or equivalent experience).
  • 10+ years of progressive IT experience with significant hands-on operational responsibility.
  • Strong experience managing Microsoft Azure and Azure Gov and Microsoft 365 GCC environments.
  • Knowledge of NIST 800-171 and CMMC Level 2 requirements.
  • Experience supporting government contracting environments and sensitive data.
  • Strong communication, documentation, and vendor management skills.
  • Obtain and maintain a government security clearance.
  • Work onsite approximately 1-2 days per week as required.
