Tom Porter shared thisOur Blue Star Families wreath has been delivered to Arlington National Cemetery, ready to be placed at the Tomb of the Unknown Soldier on Memorial Day. I won't be there this time, for the first time in a decade, having turned over this enormous honor to Ross Cohen and our National Capital Region Chapter. I'll be observing this special day in my own quiet way this year. I was honored to observe this year's holiday by joining my friends with Tragedy Assistance Program for Survivors to welcome 2,500 Gold Star Families gathered for the annual National Military Survivor Seminar in Crystal City, VA. The photos and names of their loved ones they memorialize on photo buttons they wear each share an important story. Every day is Memorial Day for these families, and I'm so glad they have such an important community to call home. I was a mentor for a surviving child a few years ago and it was one of the most meaningful experiences of my lifetime and I hope to once again. I hope my military and veteran friends consider doing so in the future. Enjoy time with your families this weekend, but please remember the sacrifices behind this holiday. Great to catch up with Gold Star friends Ursula B. Palmer, Stephanie Keegan, Kimberly Hughes, and many others. Thanks to Candace Wheeler and Ashlynne Haycock- Lohmann for including me on this special day. And of course, great appreciation for the leadership of Bonnie Carroll.

Tom Porter shared thisIt was a beautiful evening in Norfolk for the April 24 launch of the new Blue Star Families chapter serving military and veteran families in the Hampton Roads region. Heading down I-95 on Friday reminded me of my Navy travel for Fleet Forces Command (FFC) and Joint Forces Command in Norfolk years ago. We were honored to have as speakers VADM Karl Thomas, Commander, US FFC, and CAPT Katie Jacobson, Commanding Officer, JEB Little Creek-Fort Story. A quote by Admiral Thomas that I was glad to hear was, "Family readiness is military readiness." Something we at BSF consistently communicate often to policymakers. It was also nice to catch up with my Navy Public Affairs Shipmates Kathleen Jabs and Matthew Stroup, APR M! Congratulations to our team for executing such an excellent event. I was between Senate meetings and noticed people setting up a reception for the California State University system in the Russell Building's Kennedy Caucus Room. I introduced myself as a California State University-San Bernardino alum and they invited me in. So glad as I was able to join CSUSB's Provost Rafik Mohamed and his team for an award ceremony for California Reps. Jay Obernolte and Ami Bera for their education work for the state.

Tom Porter shared thisI spent a fair amount of time serving as a PAO at the US Navy's 5th Fleet/US Navy Central Command in the Arabian Gulf, first on deployment during the Iraq surge in 2007, then as XO and then CO of the reserve unit there. It's always been a dynamic and very dangerous environment, and as the world is seeing, especially so now. Beyond the political debates, remember the service members just trying to do their jobs and stay safe, and those who have already paid the ultimate sacrifice. Also please keep the families of those serving in mind, especially those who have received knocks on their door that they didn't want.

What if AI data center demand can be used to shape positive outcomes for a state? The leading states are showing that you can attract data centers and protect affordability, reliability, water resources, and local communities—if you put the right guardrails in place to weed out bad actors. Here’s a snapshot of where states are leading today: RATEPAYER PROTECTION (BYOC, customer-funded grid upgrades, long-term contracts) • Virginia • Minnesota • Michigan • Maryland • Oregon CLEAN ENERGY REQUIREMENTS (100% clean energy standards, BYOC/BYOG clean power) • Minnesota • California • Virginia • Nevada WATER PROTECTION (reporting, conservation requirements, permitting safeguards) • Minnesota • California • Kansas DEMAND FLEXIBILITY (curtailment, demand response, flexible-load requirements) • Texas • California • Virginia GRID OPTIMIZATION (VPPs, DERs, non-wires alternatives, GETs) • California • New York • Vermont • Massachusetts CONDITIONAL TAX INCENTIVES (sales-tax exemptions tied to labor standards, clean energy, jobs, or investment) • Illinois • New York • Minnesota • Michigan • Oregon • Washington A few observations: 🔹 Virginia has become the national leader in protecting ratepayers through sophisticated large-load tariffs that ensure data centers bear the costs they impose on the grid. 🔹 Minnesota may have assembled the strongest overall package of affordability, clean-energy, and water protections. 🔹 California leads the nation on virtual power plants, distributed energy resources, demand flexibility, and getting more out of the grid we already have. 🔹 Increasingly, states are recognizing that tax incentives should come with expectations. Rather than offering blanket exemptions, many are tying incentives to outcomes such as clean energy procurement, prevailing wage requirements, apprenticeship programs, local job creation, and sustainability commitments. The next frontier is one that no state has fully tackled yet: Bring Your Own Capacity (BYOC) through distributed energy resources. Imagine a hyperscaler that doesn’t just bring solar, storage, or generation—but also helps fund batteries, heat pumps, EV charging, and virtual power plants in surrounding communities. That approach could lower electricity costs, improve reliability, reduce the need for expensive new infrastructure, and ensure local residents directly benefit from the AI economy. The states that figure out that model first may end up with the most durable competitive advantage. AI doesn’t have to be a threat to affordability. It’s about whether the next team is actually prepared to take it. Too often, in both military and civilian organizations, we confuse continuity with readiness. Checklists get complete. Roles get filled. But preparation—the hard work of developing judgment, confidence, and decision‑making under pressure—gets deferred. That’s when risk creeps in. Leaders don’t earn their credibility by standing the watch alone. They earn it by leaving the team stronger than they found it. That standard doesn’t change after transition, promotion, or retirement. If you’re in a position of influence today, ask yourself: * Who is ready because of me? * Who would struggle if I stepped away tomorrow? * What am I intentionally transferring—not just delegating? Every day, she put in the work. A husband who travels frequently? She managed the time. Three young kids in school? She figured it out. Didn’t feel like training? She went anyway. Hungry? Weigh-ins were coming, so she stayed disciplined. Success rarely comes from motivation alone. It comes from consistency when excuses are readily available. I’m not immune to excuses either. When they start creeping in, I try to remember something I first heard from retired General Jay Paxton: “Keep the main thing the main thing.” Simple advice. Powerful advice. She kept the main thing the main thing. Yesterday, she stood on top of the podium because of it. Congratulations, babe. Well earned!

Tom Porter liked thisTom Porter liked thisEarlier this year, I was honored to be promoted to the rank of Colonel in the United States Marine Corps Reserve by Col James Brennan at my local Marine Corps League. I was surrounded by friends, family, and fellow Marines, and pinned by my 11-year-old twins, Lia and Gunnar. If you had asked me 24 years ago if I would make it this far, it would have been a hard no. After leaving active duty in 2008, I missed the Marine Corps. I said I would continue in the reserves until they didn't want me or I didn't want them. Needless to say, it has continued to be such a rewarding experience that I keep going. I am immensely grateful to the Marines and Sailors I've served with, past and present; my in-laws and my mom, who make it possible to continue to serve; my kids, who have only known me gone for days and weeks at a time; and my late husband, LtCol Justin M. Worth tracking. There may be a quiet but meaningful shift underway in how Inspector General oversight of foreign assistance is structured at the State Department. The State–Foreign Operations appropriations bill included language providing full-year funding to the USAID Office of Inspector General, which also oversees Millennium Challenge Corporation, U.S. African Development Foundation, and the Inter-American Foundation, to continue oversight of foreign assistance programs now administered by the U.S. Department of State. Notably, the House’s initial bill allocated $62.5 million to the State Department Inspector General for foreign assistance oversight. In the final bill passed by Congress, that funding was transferred instead to the USAID OIG account. That move appears to reflect congressional confidence in USAID OIG’s long track record managing complex overseas investigations involving grant and contract fraud. As oversight responsibilities continue to settle under this legislative framework, implementers would be well advised to continue reporting allegations of potential misconduct involving U.S. government foreign assistance funds to the USAID OIG hotline, which, as of last check, remains operational. During Monday’s Senate Armed Services Committee (SASC) hearing, Director of Golden Dome for America (GDA) General Mike Guetlein noted the Department of War has stood up a new GDA Ecosystem Hub and has brought on Govini as part of it “to do supply chain resilience down to multiple levels deep in the supply chain to look for alternatives to expand the supply chain and diversify it.” Golden Dome represents a generational shift in a national priority (homeland defense). To succeed against unprecedented, machine-speed threats, it requires more than just advanced technology—it demands a resilient industrial base capable of delivering high magazine depth and a drastically lower cost-per-kill. Plan for Defense in #FY2027 Leading defense legislators are already planning a second reconciliation bill for this year aimed at strengthening the military. Senator Wicker (R-MS) and Representative Rogers (R-AL), who chair the #Senate and #House Armed Services Committees respectively, have notified party leaders of their plans to use another party-line budget measure to allocate $450 billion to the #Pentagon, three times the $150 billion designated for defense in last summer’s One Big Beautiful Bill Act (H.R. 1). This additional funding would bolster President Trump’s $1.5 trillion #FY2027 military budget and could help finance major defense initiatives, such as the sixth-generation F-47 fighter jet, the #Golden #Dome missile defense program, and the Sentinel intercontinental ballistic missile system. That said, certain members of the Senate #Appropriations #Defense #Subcommittee, including Chair McConnell (R-KY) and Ranking Member Coons (D-DE), would prefer to deliver the additional funds through the standard budget process or first audit last year’s reconciliation funding before approving more, respectively. Chair Rogers has also indicated that his committee plans to focus the #FY27 #NDAA on growing the defense industrial base (#DIB), the extensive network of facilities and contractors supplying the military with defense-related products and services. This effort to expand the #DIB builds on substantial changes to the defense acquisition process implemented in last year’s #NDAA, the system through which the Pentagon obtains these services. Rogers added that his committee doesn’t have “preconceived ideas” about what #legislation such a #DIB expansion would require, though he anticipates some measures will fall outside #HASC’s purview, including potential changes to tax policy.

I have been to the Army Services Selection Boards multiple times. The first stage is the PPDT exercise. A picture appears for a few seconds, everyone writes a short story in four minutes, and then the group must discuss and agree on one common story. The moment the discussion begins, the group often slips into disorder. Many speak at once. Some try to push their version. Others raise their hands and wait but never get a chance. In the rush to be heard, the group loses direction. Across attempts, I understood that PPDT is not a test of storytelling skill or forceful speaking. The real test is whether a group of strangers can align quickly, organise the discussion, and close a decision under pressure. It becomes clear who brings structure and movement, and who adds noise. Many who dominated the discussion were not selected. Some who spoke less but guided the group toward closure were selected. This is the same challenge inside organisations. Decision-making slows down when people optimise for not being wrong rather than moving forward. In competitive environments, the cost of slow decisions is greater than the cost of wrong decisions. Most decisions are reversible. It is better to move, learn, and correct course than to wait for perfect consensus that never arrives. Momentum matters more than perfection. #Leadership #DecisionMaking #Alignment #Execution #SpeedOfDecision #Teamwork

Several years of Warrior Protection and Readiness Coalition leadership and advocacy to expand domestic defense industrial base partnership with the Department of War through the #DefenseProductionActTitleIII program culminated last week as President Trump signed a Presidential Waiver extending funding authorities to "soldier systems." This industrial base includes American manufacturers of products "necessary to maximize the warfighter's survivability, lethality, sustainability, mobility, combat effectiveness, and field quality of life" and a broad range of items manufactured in the U.S. by WPRC members. #WPRC looks forward to working with #DepartmentOfWar leaders to optimize DPA investments within the industrial base. This is a critical inflection point for domestic manufacturers who continue to provide innovative 100% American-made equipment in a challenging environment. "Congress should pass a proposal known as the Bivens Act, which would let individuals sue for damages when a federal agent violates their constitutional rights, as they can do when a state or local agent violates those rights. (It has this somewhat confusing name because it would write into statute the approach of a Supreme Court decision from 1971, Bivens v. Six Unknown Named Agents.) Lawmakers should also continue to make clear that under the Fourth Amendment, ICE cannot enter homes without a judicial warrant. Congress should also bar ICE from using federal funds to collect data on and surveil peaceful protesters. Most importantly, Congress should pull back the $170 billion it gave to DHS for immigration enforcement last July, which gives the department the ability to replicate the surge in Minneapolis elsewhere. That way, Congress can use its control of the purse strings to make sure immigration enforcement is done within the bounds of the Constitution, the law, and our country’s values."

Rep. Derek Tran (D-CA) of the House Armed Services Committee expressed concern in a congressional hearing that as Space Development Agency "transitions further into Space Force, there are uncertainties about maintaining its agility and unique acquisition model." Gen. Chance Saltzman, Chief of Space Operations, responded, "The capabilities that SDA is pursuing are vital to almost every aspect of the Space Force mission and the Joint Force writ large. The data Transport Layer is vital. And the capabilities that we're delivering in Tranche 2 in particular are key to that success."
