The development of Civil Information Modeling (CIM) can benefit from those efforts to accelerate CIM implementation by…

    Presentation Outline:
    -Lessons learned from Building Information Modeling (BIM). Over the past 15 years, BIM has been implemented in the AEC Industry with the goal of advancing 2D processes and products to 3D in support of faster, better and less-cost program initiatives using technology-enhanced project deliveries in planning, design, construction, and operation phases. The development of Civil Information Modeling (CIM) can benefit from those efforts to accelerate CIM implementation by owners, surveyors, designers and builders. A case study will show the successful and proven efforts by USACE in collaboration with Industry to establish BIM and CIM Contract Requirements.
    -Where CIM has provided different challenges. The USACE/Industry CIM Consortium (UIBCC) established two components towards capturing and utilizing 3D CIM content - 'Survey CIM' for project Existing Conditions and 'Site CIM' for Design/Construction. Survey CIM provides the Measurement, Modeling and Site Data of the environment to support the Site CIM design requirements, which together establish an optimally coordinated project.
    -Review of developments and future initiatives. Survey CIM contract language is an essential requirement and the UIBCC will cover Pre-solicitation, Performance Work Statement, and Task Order Scope of Work templates. Additionally, minimum modeling requirements were needed for both CIM components leading to the creation of a CIM-version of the USACE BIM Mininum Modeling Matrix (M3). Future initiatives will be covered such as Site CIM Contract Language, CIM Object Library, and GIS/CIM/BIM integration.
    -USACE established BIM and CIM requirements on all MILCON and Civil Works projects effective 8/2013 with the benefit that integrated BIM and CIM provide optimally coordinated project requirements. The UIBCC is employing lessons learned and best practices from CIM-aggressive Survey and AEC firms towards establishing fair, practical and achievable requirements.

Hutsell, Dudgeon, Woods, Wallace, and Bush are recognized for their team contribution to the USACE initiative to integrate BIM and Cost Engineering.

    The results of this work are particularly innovative for two primary reasons. First, it brings together USACE-wide subject matter experts in the areas of BIM, Cost, and Design to establish BIM and Cost Standards that are mutually agreed upon to be relevant and achievable. The Seattle District team completed the first of its kind process for the Structural discipline and is now leading the second phase to complete the 11 remaining disciplines in collaboration with the CoS BIM, Cost, and Design experts. This is unique as it is the first time a formal BIM data specification process has been performed within USACE, and because of the comprehensive reach across all disciplines.

    Secondly, the Seattle District team developed the process for requirements identification as well as the database-driven data specification products that are unique and innovative. These results provide a repeatable process and set of tools which will accelerate current and future USACE BIM and CIM data standardization efforts.

    The results of this work will provide benefits across numerous projects and establish USACE-wide data and process standards. Their actions reflect great credit upon themselves, the Seattle District, and the U.S. Army Corps of Engineers.

    The 'Superior Civilian Service Award' is the third highest award in the Army for civilians and awarded for 'superior service, achievement or heroism', and I am very honored and humbled by this recognition.

    Technically it has my name on it, but in reality it is the longstanding efforts of the USACE/Industry BIM Advisory Committee that made the USACE BIM Contract Requirements possible. There is NO WAY I could have done this by myself and this recognition from the highest level of USACE Headquarters is a testament to the group's unselfish efforts towards mutually beneficial and Industry-impacting initiatives and products. I am honored to lead this amazing group and a heart-felt thank you for all that they have done.
