From a project delivery perspective, clearing this federal hurdle changes the calculus for contractors, suppliers, and investors alike. It means the light rail is now positioned to finalize major design and construction contracts, including a near-$3 billion core infrastructure award, and begin detailed engineering and permitting ahead of a targeted 2027 groundbreaking. What has often felt like years of planning has now translated into visible momentum: procurement activity is ramping up, design-build frameworks are being tested in the market, and delivery strategies are shifting from speculative to executable. TA can’t be “strategic” if it only shows up after approval. There’s a lot of talk right now about Talent Acquisition needing to be more strategic, especially as AI absorbs more of the transactional work. But if TA only enters the conversation once a requisition is signed off, its role is execution, not influence. Responsive? Absolutely. Strategic? Not really. Over the past two decades, I’ve watched TA teams become exceptionally good once the starter’s pistol fires. Speed. Volume. Delivery. Those are the metrics. And then, almost inevitably, the same teams are criticised for not being “strategic enough”. The reality is simpler: post-approval is too late. If TA is expected to add strategic value, it has to operate further upstream, before roles are defined, budgets locked, and assumptions baked in. That requires two things. First, business and talent leaders have to create space for those early conversations. Strategy can’t be an afterthought bolted onto execution. Second, TA practitioners need to come to the table armed with insight, not just pipelines. A clear grasp of the business direction, market dynamics, workforce plans, employer positioning, and how TA itself is meant to support growth. When those perspectives are brought into early hiring discussions, TA earns the right to influence real decisions rather than simply reacting to them.
