California education policy nerds will appreciate a hot-off-the-press analysis of Basic Aid districts by Carrie Hahnel, et. al. for Bellwether and PACE. These rare districts are California's privileged exceptions -- places where local property tax receipts are more than sufficient to fund public schools without the help of state income taxes. The report, "Excess Revenue, Unequal Opportunity," focuses particularly on 50 California school districts (out of about 1,000 in the state) where funding per student is uncommonly high. It's a deep, detailed analysis and includes clear policy options. (FWIW I think option 2 makes some sense.) https://lnkd.in/g9cHPwX3. Helping scale healthy soil and resilient landscapes across California is a collaborative effort, and, in my ongoing work with the People, Food and Land Foundation, I'm proud to be part of the coaliton bringing forward emerging new tools and legislation (see also our new AB 2112 with Asm Bains) that make carbon sequestration and water retention more accessible for land managers. The team in Petaluma at Point Blue Conservation Science just launched the beta version of the COMMONS Planner. This tool is designed to help land managers estimate the climate benefits of compost application, providing the data needed to plan impactful restoration projects at scale. Healthy soil is one of our most powerful tools for climate resilience. Impact measurement in philanthropy has a holy grail: comparable data across funders. Every foundation wants it. Almost none can produce it. Today, foundations measure impact using three general approaches: 1. Most funders ask grantees to self-report. 2. Some build in-house frameworks with quarterly reviews, custom rubrics, and internal tracking systems. 3. A smaller number hire external partners who evaluate each grantee individually and in depth. I went through all three of these with my own nonprofit, and each approach has the same structural flaw: none of them produce comparable data. Which means two funders can support the same organization, and walk away with completely different conclusions. Imagine if there were even a baseline set of shared category-level indicators. Impact reports would take less time to produce. Less time to interpret. And over time, the data would actually compound across funders. The future of philanthropy reporting is standardized, comparable data. Nobody's there yet, but that’s what we're working toward.

Every day, thousands of people reach out to social service shelters in need of a safe place to stay. When they reach out to a shelter, they may be told that the shelter is at capacity. When that happens, the next most likely step is that the agency staff person makes calls to other shelters in the community to ask if those shelters have available beds. That chain of events—even while well-intentioned—may miss an available bed. That’s an adult, a family, a teen, told “there’s no room,” when in fact there is an available bed in the community. It’s just not visible to the staff person or agency they went to. We’re living in an age when you can have a ride brought to you in minutes, have your groceries delivered in an hour, see a plethora of options to rent a room in other people’s houses, and so on and so on. Why—when it comes to the ways that people in crisis access emergency shelter—are we satisfied with this fragmented, inefficient system that leaves resources untapped and people with devastating consequences? Thank you to David Greenwald from The People's Vanguard of Davis who spent time with me last week to discuss how the system doesn’t have to be this way. There are technology-supported solutions that can ensure all available resources are visible to agencies and accessible to survivors. These vital solutions are implementable in every community across the country. Community foundations are closer to both donors and communities than most institutions. That proximity is a strength and a responsibility. Guiding resources with coordination, trust, and local insight is not new, but its importance is becoming harder to ignore: https://lnkd.in/dN4xiWfn More flexible funding is increasing across philanthropy. But flexibility alone won’t determine impact. Without clear strategy, even well-intentioned shifts can continue to miss organizations closest to community needs. As philanthropy adapts to changing conditions, community foundations are positioned to help guide how resources move with greater coordination, precision, and alignment. Across our conversations and work, a few priorities continue to emerge: - Speed matters, but how decisions are made under pressure shapes long-term outcomes. - Local insight allows funding to move with relevance, trust, and focus. - Aligning donor priorities with community realities requires active stewardship and clear engagement. These are not new roles, but they are becoming more visible and necessary. When local strategies are clearly defined and grounded in real conditions, community foundations can help shape how capital flows, both within communities and across the broader philanthropic landscape. Great fundraisers create momentum. Successful fundraising rarely happens by accident. It is the result of intentional leadership that builds confidence, establishes credibility, and inspires people to act. Donors are far more likely to give when they believe in the people behind the mission. Confidence in leadership builds trust. Credibility demonstrates that the organization can deliver results. Together, these elements create the conditions where generosity can flourish. But there is another ingredient that great fundraisers understand well. Urgency. When donors see both the opportunity for impact and the importance of acting now, generosity often moves from intention to action. This ability to create momentum around giving is one of the most valuable and often underappreciated skills in fundraising. The best development professionals do more than ask for support. They inspire confidence, build credibility, and awaken the urgency that turns generosity into action. NEW: Federal grantmaking is a complex process that often leaves out smaller groups and rural communities. The latest Justice in Perspective brief highlights a microgrant funding strategy, which helps fill this gap by broadening the reach of federal public safety grants: https://lnkd.in/gFukA6yR   One example: Microgrants helped more rural counties access funding for a violent crime reduction initiative. In Central Oregon, two cider makers have launched a nonprofit called Heritage Apple Corp, turning their passion for apples into a broader mission to restore and preserve orchards on remote public lands. OPB’s Jen Baires reports that while the organization’s core team consists of just six members, it regularly attracts many more volunteers for community events such as orchard pruning days. ❤️OPB🍏

Colorado is set to direct over $50 million through the Outdoor Regional Partnerships Initiative and implement its 2025–2029 Statewide Comprehensive Outdoor Recreation Plan. The Colorado Outdoor Strategy will steer hundreds of millions more to align conservation, recreation, and climate resilience goals over the next 5 years. These investments will determine where parks rise from the ground. They will decide which communities receive infrastructure. They will shape who accesses nature. Yet decision-making structures remain inaccessible to the very communities that have faced the greatest exclusion. Large organizations and government agencies with established connections, large budgets, and dedicated policy staff control who sit at tables where outdoor funding decisions are made. Meanwhile, POC-led and POC-centered providers are often locked out of the rooms where Colorado's outdoor future is being planned. Organizations rooted in POC, low-income, and rural communities are under-resourced, siloed, and stretched thin. They lack the relationships with the big dogs, the policy staff, and real-time information to get a seat at the table. In our report, titled "A Roadmap for Colorado's Outdoor Access Ecosystem" (www.risingroutes.org), the Statewide Advocacy Coalition for Outdoor Equity was called out as a project underway to change that power dynamic. By connecting and equipping rural, low-income, and POC-led and POC-centered community-based outdoor providers to organize and advocate collectively year-round, the coalition ensures that new investments don't reinforce old patterns of inequity.  Check out this feature by the Steamboat Pilot with thoughts from our very own Rep. We are excited to share "A Primer on How Federal Changes Are Shifting Disaster Resilience in California" a new resource from Philanthropy California that unpacks recent shifts in federal disaster infrastructure and what they mean for California communities. As the federal disaster landscape, including FEMA, undergoes significant structural changes (reducing staff, delaying programs, and canceling funding) state, local, and philanthropic actors are being called to address growing gaps in resilience and recovery. This primer offers: - A clear overview of federal disaster programs and how changes affect access to aid and mitigation funding. - Context on how these shifts impact vulnerable communities, particularly undocumented residents in California. - Insights on how philanthropy can act quickly and strategically to sustain recovery, fill funding gaps, and strengthen resilience. What happens when we look at youth services as a whole, rather than in silos? Our work through the Oregon Child Integrated Dataset (OCID) reveals how deeply interconnected our systems truly are. By linking data across health, education, human services and justice, we can see the gaps where youth are falling through. The Data Highlights: * 1 in 5 youth with behavioral health diagnoses have contact with juvenile justice. * Almost all of those youth were already in outpatient treatment before justice involvement—a massive window for earlier intervention. * Strong correlations exist between behavioral health needs, chronic absenteeism, and child welfare involvement. We have opportunities to move from reactive services to coordinated, preventative care.
