The Defense Strategies Institute’s 2026 Joint Fires Summit is underway in Huntsville!  This annual event brings together members of the Department of War, Combatant Commands, acquisition authorities, industry, and academia to advance the development and delivery of next-generation surface-to-surface precision fires. U.S. Army Redstone Test Center Commander COL Joseph Alexander served on a panel titled “Testing and Evaluating Next-Generation Artillery and Missile Capabilities”. The panel was moderated by Matthew Lewis, Senior Manager, Next-Gen Systems and Analysis, Sandia National Laboratories. Also serving on the panel with COL Alexander: Dr. Robert Frederick, Jr., Propulsion Research Center Director, University of Alabama Huntsville and Scott Forney, President, General Atomics Electromagnetics Systems. Among the topics: current Test and Evaluation Ranges and how the Department of War is looking to close gaps in testing infrastructure.  Thanks for the invite!

Systems Application & Technologies, Inc. Awarded U.S. Army West Desert Test Center Mission Support Services Contract 20 November 2025 — Systems Application & Technologies, Inc. (SA-TECH) was recently awarded the U.S. Army Test and Evaluation Command’s (ATEC) West Desert Test Center (WDTC) Mission Support Services (MSS) contract. WDTC, located at the U.S. Army Dugway Proving Ground (DPG) in Utah, plans, conducts, evaluates, and reports on developmental and operational tests, while supporting Tactics, Techniques, and Procedures development and training for Chemical and Biological (CB) defense systems, incendiary smoke/obscuration munitions, and related operational concepts. Under this seven-year contract, SA-TECH will provide the full spectrum of services required to support and execute field, chamber, laboratory, and range developmental and operational testing in support of WDTC’s critical mission. Following the May 2021 Deputy Secretary of Defense memo “Creating Data Advantage,” DoD has made ongoing efforts to ensure that requirements information is available to acquisition professionals. Increased awareness of current capabilities provides acquisition professionals “another option for closing the gap rather than developing something new,” said Eric Jefferies, DAU Professor of Requirements Management. Validated Joint Capabilities Integration and Development System (JCIDS) requirements documents are available through the Knowledge Management/Decision Support (KM/DS) system. Program teams can adapt these existing capabilities for alternate uses by implementing a Joint Doctrine, Organization, Training, materiel, Leadership and Education, Personnel, Facilities and Policy (COTmLPF-P) Change Recommendation (DCR). Recently, the center’s EAGLE contracting team began training personnel at affected EAGLE locations on building foundational skills, strengthening coordination practices, and equipping personnel with the tools needed to successfully align contract administration functions with regional contracting support brigades, thus enhancing the Army’s ability to respond to mission requirements quickly and efficiently, while maintaining the rigorous oversight necessary to safeguard taxpayer dollars. #WinEveryDay

David Tuttle caught up with Barratt Dewey of Tectonic to discuss our pilot contract with the U.S. Marine Corps Warfighting Laboratory (MCWL) and a Cooperative Research and Development Agreement (CRADA) with the U.S. Army to develop data standards across logistics for the service, as well as new funding. They also secured funding from In-Q-Tel, the government’s national security non-profit venture arm. “We’re really excited to have them on the cap table as investors along with our private capital providers on the venture side,” Tuttle said.
