    Hospitals, schools and universities have historically focused their physical security efforts on areas perceived to be known threats or in response to issues or events that have occurred in the past. Reactive responses to issues and events, however, should not be the primary driver of campus security.
    Recently, campus security directors and police officials have started taking a hard look at their campus protection programs, and many have discovered that security master plans can be an excellent way to improve overall safety. Campuses that create these types of plans will be better prepared to build a program that provides the level of information, control and awareness necessary to be proactive in mitigating risks, as well as responding to incidents.
