Too often, lived experience is included during early conversations but becomes disconnected during revisions, negotiations, implementation planning, or operational practice. This toolkit was developed to explore the governance, accountability, transparency, and implementation considerations necessary to move beyond symbolic consultation toward more sustainable and ethical participation structures. Nationwide, from Washington to Massachusetts, Ameelio is proving that fair, accessible communication drives better outcomes for families and communities. In a piece published today, AEI’s Senior Fellow, Daniel Lyons, discusses the FCC’s decision to postpone long-overdue phone rate caps that keep families paying exorbitant fees to stay connected with incarcerated loved ones. Lyons spotlights this broken market and underscores why change can’t wait, noting, “Ameelio’s progress demonstrates that real disruption of the prison communications market is not only possible but already underway.” For example, in Massachusetts, Ameelio’s $4M digital literacy pilot is teaching skills like online job searches and bill payments—helping people successfully transition after release. Providers besides Ameelio can charge up to $24.80 for a single call, oftentimes pushing families into debt just to stay connected. In 2022, Congress passed the Martha Wright-Reed Act to empower the FCC to set fair rates. While the FCC introduced caps in 2024, it has now delayed implementation until 2027—prolonging this market distortion at the expense of millions of families. That’s exactly the market failure Ameelio is fixing, today. As Lyons notes, these inflated rates “not only burden inmates and their families but also reduce[s] communications with the outside world, which can increase recidivism and societal costs.” Throughout these developments, Ameelio has remained committed to making communication accessible to all. By rejecting site commissions and leveraging modern technology, we provide free or low-cost calls, education, and reentry tools to incarcerated people and their families. This advocacy toolkit includes analysis from recent developments in Illinois and highlights our bill, HB 4235, as an example of how to mitigate the harm of mail scanning after its implementation. When implementing the activities within this ecosystem, communities can expect to see meaningful, measurable short-term impact within 1–3 years.

This multi-year initiative aims to dismantle barriers to economic advancement for people with histories of incarceration by aligning systems and funding mechanisms at the state level. Letters of Intent are due August 26, 2025. Full proposals are due October 14, 2025. NEW RESEARCH: A new DCJ analysis finds that judges often diverge from New York City’s validated Pretrial Release Assessment. From 2021 to 2023, NYC’s Pretrial Release Assessment recommended release on recognizance (ROR) for nearly 80% of people charged with a felony. Yet judges frequently departed from these recommendations: ➡️Judges followed ROR recommendations in only 30% of violent felonies and 51% of nonviolent felonies. ➡️Racial disparities in alignment: In violent felony cases, judges implemented ROR recommendations just 26% of the time for Black people compared with 43% for white people. Conversely, judges set bail or remand in these same cases on 44% of Black people compared with 29% of white people. ➡️Borough differences were also pronounced, with Bronx judges most aligned with the assessment, and Staten Island judges least. The Pretrial Release Assessment has been validated twice, suggesting it makes empirically and legally sound recommendations. Yet judges often deviate from its recommendations. This non-alignment with ROR recommendations can result in unnecessary pretrial supervision or incarceration of people already likely to return to court. https://lnkd.in/exQEcnUH

Research consistently shows that when individuals have access to these supports, the likelihood of reoffending drops significantly. ▶️Equally important are fair and balanced parole and probation guidelines. When people are reincarcerated for minor technical violations rather than new crimes, it disrupts employment, housing, and family stability. Thoughtful policies can ensure accountability while keeping individuals on track as they reintegrate into their communities. ▶️Smart public policy doesn’t just improve individual outcomes—it strengthens families, communities, and public safety for everyone.
