Texas BEAD is officially in the execution phase — and permitting is now the critical path. With planning and allocation largely complete, the biggest determinant of BEAD delivery in Texas won’t be funding announcements or technology labels — it will be ROW access, pole attachments, make-ready timelines, and municipal permitting throughput. These projects operate on multi-year timelines. Delays compound quickly, especially where state, county, utility, and municipal processes overlap. The providers who succeed won’t be the ones with the most optimistic models — they’ll be the ones who can align engineering, permitting, and construction realities early. This phase is where broadband plans become real infrastructure.

The VSAT bandwidth costs were out of control. When Phillips 66 moved to TCP/IP in the late ’90s, they needed a better way to move SCADA data—faster, cheaper, smarter. Polling wasn't going to cut it anymore. That’s when the idea of publish/subscribe for industrial systems came into focus.
