In Defense & GovCon BD/Capture leadership, we talk a lot about process discipline — color teams, stage gates, baselines, reviews, artifacts, checklists. All important. All necessary. But here’s the truth many quietly acknowledge: • BD is more than searching SAM.gov. • BD is more than surfing inbox feeds from BI tools. • BD is more than reacting to what everyone else already sees in the public domain. 𝐓𝐡𝐞 𝐠𝐨𝐨𝐝, 𝐭𝐡𝐞 𝐛𝐚𝐝, 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐮𝐠𝐥𝐲 𝐨𝐟 𝐠𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐜𝐨𝐧𝐭𝐫𝐚𝐜𝐭𝐢𝐧𝐠:  Federal agencies obligated over $750B last year (GAO). Competitive density is rising. Yet many organizations still chase opportunities — starting pursuits only after the paper drops. 𝐓𝐡𝐞 𝐨𝐫𝐠𝐚𝐧𝐢𝐳𝐚𝐭𝐢𝐨𝐧𝐬 𝐭𝐡𝐚𝐭 𝐰𝐢𝐧 𝐜𝐨𝐧𝐬𝐢𝐬𝐭𝐞𝐧𝐭𝐥𝐲 𝐚𝐫𝐞𝐧’𝐭 𝐭𝐡𝐞 𝐨𝐧𝐞𝐬 𝐰𝐡𝐨 𝐫𝐞𝐬𝐩𝐨𝐧𝐝 𝐟𝐚𝐬𝐭𝐞𝐬𝐭 — 𝐭𝐡𝐞𝐲’𝐫𝐞 𝐭𝐡𝐞 𝐨𝐧𝐞𝐬 𝐰𝐡𝐨 𝐬𝐡𝐚𝐩𝐞 𝐞𝐚𝐫𝐥𝐢𝐞𝐬𝐭 — and share many of the following characteristics: • Shape 12–24 months out, long before requirements harden. • Right‑size capture rigor to the opportunity — align reviews, approval levels, and risk. • Use stage gates to drive real decisions, not recap activity. • Color teams validate strategy, not formatting — challenge win themes, discriminators, and proof. • Invest in customer intimacy, not last‑minute proposal heroics. Winning organizations build discipline into their process and clarity into their decisions. They don’t chase everything — they pursue the right things, the right way, at the right time. 🚨 Attention Defense Contractors & Industry Partners The Department of Defense’s CMMC program officially begins its first implementation phase in November, following publication of the 48 CFR rule now effective November 10. That means the clock is ticking for anyone doing business with DoD components including USSOCOM, where the typical solicitation-to-award timeline is only about six months. According to National Defense, roughly 25 percent of companies fail their CMMC pre-assessment the “false start” that happens when documentation and system details don’t align. Missing or inconsistent System Security Plans (SSPs), network diagrams, or asset inventories are common culprits. Why this matters: • A false start delays certification and forces you to the back of the C3PAO queue. • SOCOM’s six-month window leaves no margin for rework 📔 you could miss the award entirely. • C3PAOs are already booking out, and once the rule takes effect, the surge in assessments will be significant. Contractors should act now: 1. Conduct a mock assessment to identify documentation gaps and confirm your assessment scope. 2. Verify your MSP’s CMMC Level 2 status before relying on their assurances. 3. Synchronize all documentation 📑SSPs, network maps, inventories, and categorization. 4. Schedule your pre-assessment early. Avoid being stuck in the end-of-year rush. As contracting officers, we see firsthand how easily an otherwise qualified offeror can fall short due to overlooked compliance delays. The intent isn’t to penalize it’s to safeguard the supply chain. Bottom line: Preparation now determines eligibility later. The Strategic Risk of Modernization - Financial + Operational The Army’s $36 billion aviation shift from mostly crewed aircraft to a drone-dominant fleet is a great case study in balancing modernization with risk. It frees up budget and lowers sustainment costs, but it also introduces new dependencies—like cyber resilience and supply chain stability. At Army Futures Command, I’ve seen how these trade-offs mirror financial risk management: you’re reallocating capital to gain capability, but you have to control the vulnerabilities that come with the change. My experience at Army Futures Command is directly relevant here. We often evaluate modernization options not just for operational advantage but for lifecycle cost impact, budget trade-offs, and the potential risk exposure those choices create in contested environments. In both defense and finance, the real skill lies in structuring investments so they enhance capability without creating vulnerabilities that outpace the gains.

Recently, the center’s EAGLE contracting team began training personnel at affected EAGLE locations on building foundational skills, strengthening coordination practices, and equipping personnel with the tools needed to successfully align contract administration functions with regional contracting support brigades, thus enhancing the Army’s ability to respond to mission requirements quickly and efficiently, while maintaining the rigorous oversight necessary to safeguard taxpayer dollars. #WinEveryDay

Honored to be joining leaders from across the Joint Force, industry, and the broader CWMD enterprise tomorrow at the Countering Weapons of Mass Destruction Consortium & Medical CBRN Defense Consortium Annual Members Meeting at the National Harbor. I’ll be participating in the panel discussion on “Service CBRN Requirements and Priorities” alongside representatives from the Army, Navy, and Air Force to discuss where the force is headed and what capabilities will be required to ensure future operational success in contested environments. As we continue modernizing the force, I believe our concepts of employment must drive capability development, not the limitations of legacy tactics, techniques, and procedures. The future fight will demand adaptable formations, resilient protection, integrated sensing, and the ability to preserve freedom of action in complex CBRN environments without slowing operational tempo. I’m looking forward to the discussion and the opportunity to engage with the innovators, operators, scientists, and industry partners working to solve some of the nation’s toughest defense challenges.

#PersonalIdea One of biggest issues I see is the clog in getting contracts awarded and funded. I propose DoD moves to competitive grants that don’t require a contracting officer to award. A contracting officer certifies the call for proposals and the proposals to ensure no laws are broken. A 3 person review panel with no OCI issues selects the winners. Funds are then transferred to the selected teams via a Govt version of Venmo that just has contains approved companies. Why Grants? Grants have less requirements and you just expect a product. By using competitive grants to multiple companies then the government uses competition to get expected product. At the end of the grant, the government inputs a Amazon-like review of the company and the product. Any companies that have 3 or less stars becomes ineligible for future grants. As a retired USAF leader and previous acquisitions & sustainment professional who spent years in the radar world and PMO managing multi-million-dollar lifecycles, I can tell you firsthand: the current system is too slow, too risk-averse, and too paperwork-heavy to keep pace with the threat. We don’t need another study or another dashboard. We need real reform: faster prototyping authority that actually gets used, stable multi-year funding for sustainment, and program managers empowered to make decisions instead of checking boxes. The men and women in uniform deserve capability today, not a perfect PowerPoint in 2035.

Yoooo....This is a lot for something that is less than 20lbs. Who is stepping up to the plate? Some key attributes they are looking for: MGTOW (with payload): < 20 lbs. Total Payload Capacity: > 3.75 lbs. Payload Operation: Ability to support simultaneous operation of multi-INT payloads. Airspeed: > 25 knots indicated airspeed (KIAS). Endurance (takeoff to landing): ≥ 2.5 hours. Line-of-Sight (LOS) Range: ≥ 40 kilometers. Air Vehicle Guidance: Capable of operation within Global Navigation Satellite System (GNSS) denied environments, utilizing M-Code GPS, inertial navigation units (INU), computer vision, and/or visual-inertial odometry (VIO). Wind Limits: Operation in winds up to 25 knots indicated airspeed (KIAS). Rain Limits: Operation in rainfall up to 0.75 inches per hour. Launch and Recovery: Vertical Takeoff and Landing (VTOL). Technology Readiness Level: TRL 8 or higher - Adequate maturity for immediate production, delivery, fielding and deployment.

I'm proud and humbled to be kicking off a pivotal Document Writing Team (DWT) conference this week focused on revolutionizing how we define and deliver capabilities to our warfighters. We are moving decisively away from the slow-moving, rigid requirement processes of the past and embracing a new paradigm built on speed, flexibility, and a digital-first mindset. This week we officially start the DWT and will have our first DRAFT of the System Attributes Requirements Document (SARD) [in contrast to the Capabilities Development Document (CDD) with rigid Key Performance Perimeters (KPPs)]. I am a huge believer that in today's environment, time is a critical resource, and our ability to adapt faster than our adversaries is paramount to mission success. I strongly believe that this transformation is about more than just new documentation - it's a fundamental shift in culture (or at least it has got to be). By leveraging digital engineering and model-based systems engineering (MBSE) tools, we can create living, adaptable "mission blueprints" instead of static paper requirements. My hope is that this digital approach will foster real-time collaboration with our industry partners, it will unleash innovation, and will ensure we build adaptable, cutting-edge systems our warfighters need to dominate in the battlespace and come home! My goal is clear this week: draft a requirement that will deliver a decisive advantage to the warfighter at the speed of relevance. I am fully bought in on this new system of requirements, and the nation is relying on us to get it right. By focusing on system/mission attributes rather than prescriptive specifications, we will empower agility and get critical technology into the field faster. I'm excited to be working with this incredible enterprise to forge a new path forward for the Department of War, the Department of the Air Force, and Air Force Global Strike Command!
