US enterprises spend ~$200B annually on safety technology. Yet, shockingly, one-third of them don't learn an emergency is happening until first responders arrive. So, how big is the financial impact of this delayed emergency response? RapidSOS surveyed 300 US enterprise security & safety leaders, and here's what we've learned. 1. ANNUAL BUDGET ALLOCATION First, we asked security & safety leaders about their annual budget allocation for emergency response coordination: ✅  > $1M (4%) ✅  $1M - 5M (53%) ✅  $6M - 10M (42%) ✅  >$10M (1%) This amounts to an average annual enterprise spend of $5.1M. Unfortunately, despite this investment, many companies still rely on manual methods to notify of emergency incidents at their physical locations. 2. FINANCIAL IMPACT OF DELAYED EMERGENCY RESPONSE When we asked security leaders to quantify this financial impact, here's what they said: ✅  $1-100k (0%) ✅  $100K-500K (7%) ✅  $500k-1M (28%) ✅  $1M-5M (47%) ✅  $5M-10M (18%) ✅  >$10M (0.3%) On average, respondents reported financial losses of $3 million per incident, with the majority (47%) indicating losses between $1-5 million. High-severity emergency response delays can have far-reaching consequences. These consequences range from revenue loss and compliance risks to damaged assets and increased operational costs. 3. MOST VULNERABLE INDUSTRIES Here's a breakdown by industry of enterprises that report higher financial impact of delayed emergency response ($5-10M): ✅  Transport and Logistics (32%) ✅  Real Estate (22%) ✅  Pharma (20%) ✅  Manufacturing (13%) ✅  Utilities (12%) This confirms the hypothesis that some industries are naturally more vulnerable. Delays can result in costly incidents, such as derailments, collisions, or hazardous material spills, in industries such as transport and logistics. Similarly, sectors like Real Estate and Pharma face cascading effects from delayed responses, which can affect reputation and operational continuity. ----- This is just a small piece of RapidSOS's 2025 State of Emergency Response report. I’ve been thinking a lot about how much public safety teams are asked to work around fragmented and outdated systems, and how normal we’ve made that. Calls answered out of jurisdiction. Manual relays. Repeated questions. Lost minutes no one can afford. Historically, attempts to fix this challenge have been expensive, time-consuming, and brittle to support. Public Safety Software News: Rio Rancho police launches new public safety technology RIO RANCHO, N.M. – In a world driven by technology, it’s important to keep up with the times. That’s what the Rio Rancho Police Department is trying to do with some new public safety technology. Mark43 is the company providing the technology and work with six departments in New Mexico. They provide computer-aided dispatch and records management systems. Rio Rancho Police Capt. Jacquelynn Reedy says this helps them increase efficiency for the officers. “It will allow for the call information to automatically go into the report information, so the officer doesn’t have to spend time sitting there and typing everything out that has already happened. Additionally, it will allow our detectives to link cases with ease and put together case packets for the district attorney,” said Reedy. Reedy says in high intensity situations, the more information they can give officers, the better. “It allows us increased and more accurate GPS and location information, which is going to be helpful,” said Reedy. Mark43 works with several other departments in New Mexico. The insight allows them to streamline operations and tailor to the needs of New Mexico law enforcement officers. “One, we believe an informed officer leads to better outcomes. Not just for the community, but for the safety of that officer or the safety of those folks around them,” Reedy said. It also increases their digital footprint across departments in New Mexico, who may work together on cases. ��Another benefit of Mark43 is it’s cloud-based, which means that we will be able to access the calls real time in the city, regardless of if we are in meetings or anywhere in the city, without having to log onto a computer. We can access it from our cell phones,” said Reedy. Reedy says this new technology also allows them to keep working and connected even when local networks go down. I'm fortunate to be surrounded by intelligent, personable, and highly motivated people at ESCI. During the IAFC's Technology Summit International last year in Oklahoma City, Katie Harrold had the idea to spin up the ESCI Technology Blueprint. This service helps fire departments understand their current state, develop a plan, and then ESCI executes the plan over the following twelve months with our talented data and fire service professionals. Below is the output of a recent Technology Blueprint in-person session where the team mapped a fire department's technology framework and relationships. "The best plans must have a clearly defined starting point." -Someone Smart Somewhere A few things of interest are illustrated in the chart and described below: No. 1: Much of what the fire chief receives in his executive dashboards is only informed by CAD, through a SQL push to Power BI, NFORS, and Inspections. This provides a "as-dispatched" view of responses. No. 2: There are numerous static exports from databases that are then uploaded to internal and external processes. Additionally, there is an equal number of static outputs, such as PDFs, that conclude processes. No. 3: Although there are many relationships between the elements, the directions of information transfer create fortified process silos that don't contribute to other areas within the chart. No. 4: (MOST IMPORTANT) The opportunities to improve information sharing, common operating pictures, and data management are abundant! Emergency Services Consulting International is now working on a prioritized work plan. Once approved, Katie will lead the team to dive in and begin making the magic happen!

Let’s examine the role of sensors in wildfire litigation. After spending several months doing a deep dive on SoCal Edison’s Emergency Operations Center in connection with the 2020 Silverado Fire in California, on February 25, 2025 we filed a data declaration. Companies such as SoCal Edison generate huge volumes of data from their deployment of a sophisticated network of automated sensors throughout their territory. In my experience, such system-generated data can be as powerful as human context when resolving historical disputes. Our research has revealed that many utility companies have developed large networks of data gathering sensors. They are gathering data from hundreds or even thousands of weather stations in the wildfire-affected area, including wind speeds and wind gusts. They're conducting humidity surveys in the field. They are monitoring weather conditions and equipment conditions via drones, cameras, and field teams that are all reporting through electronic communications back to headquarters. They are then relying on their own team of meteorologists to create forecasts. Such utilities have built tools that can aggregate all of this data with predefined thresholds that automatically send out alarms and alerts to various people on their team, or systems that can notify consumer customers as to pending Public Safety Power Shut Off (PSPS) events. So they are truly taking in and emitting a vast array of data, both as raw ingredients and as the result of analysis. Wildfires, and other natural disasters, are predicted to grow in size and frequency across the United States. If true, their costs on a human, financial, and societal basis will continue to escalate. This will lead to litigation. Performing Search Operations? Many fire service TICs will diminish or lose detail in the cooler areas where victims may be located. Most fire service TICs use dual gain or high & low sensitivity temperature modes. These devices switch from high to low sensitivity when a certain percentage of pixels detect a predetermined amount of temperature. Then the entire of field of view of pixels change to focus on the higher heat areas. This is known as low sensitivity which is indicated by a green triangle in the upper left-hand corner. Mixed Gain mode allows each pixel to switch independently between high and low sensitivity which balances out the overall image. Why is this important? It allows firefighters to see the superheated areas and the cooler regions while placing more detail in the cooler regions for enhanced thermal situational awareness. This allows firefighters to locate potential victims faster!
