The internet has been successful for all these years by standardizing transport protocols. The Air Force’s Universal Command and Control Interface, by contrast, targets messaging protocols, which is an example of a different approach to layering. A strategy for successful autonomy will be similar: Find one layer where everyone agrees on definitions and communication, leaving room for industry innovation above and below. The layer of standardization also shapes acquisition, providing the interfaces for competing products or integration with many different suppliers. Industry innovation to capture government funding will evolve around the standards used in acquisition. The more acquisition is built on the standardized layer, the more industry will adopt, optimize, and evolve its products. Where each service defines its own standards and layers, the acquisition pool is diluted, and industry solutions evolve more slowly and benefit smaller communities of interest."

Portfolio Acquisition Executives (PAE) - this term was used by SECWAR speech yesterday on Pentagon's Weapons Acquisition https://lnkd.in/eXRFf2nZ. The term was created within the Section 809 Panel's Team 5, which focused on transitioning the Department of Defense from a program to a portfolio focus. The discussion on PAEs is in the Section 809 Panel Report, volume 3, section 2, titled Portfolio Management Framework. https://lnkd.in/eNQE6sQs If you are interested in the source of the PAE term, you should read this section. The panel made four key recommendations in this area: Recommendation #36 to "transition from a program-centric execution model to a portfolio execution model" "Recommendation #38, Implement best practices for portfolio management."  This referred to the ANSI PMI Standard for Portfolio Management, which has 6 performance domains (see chart below) across a life cycle.  "Recommendation #39, Leverage a portfolio structure for requirements."  This would mean the requirements change needs to align with the PAE portfolios. They should have the same "capability portfolios," which is #37 "Recommendation #37, Implement a defense-wide capability portfolio framework that provides an enterprise view of existing and planned capabilities, to ensure delivery of integrated and innovative solutions to meet strategic objectives."  The Section 809 Panel report was finalized in 2019. Some parts of those recommendations need to be updated to the current environment, such as the current revisions to the DoD Requirements process. As the portfolio expert for the 809 Panel and the principal author of Section 2 for these recommendations, I'll post my thoughts over the next several days on how the PAE concept can be implemented in the current environment. #PortfolioAcquisitionExecutive, #PAE, #PortfolioManagement, #SECWAR, #PMI

ForHumanity AI Education and Training Center is pleased to honor seven new certificate earners. Anthony Ryan earned his ForHumanity Certified Auditor (FHCA) in CORE AAA Governance, Valeriia Kozachuk and Eugene Opoku, PhD earned their FHCA in GDPR, and Elena Repman, Edward Feldman, Sumanth G. and Harald Mulder all earned their certificate in Foundations of Independent Audit of AI Systems (FIAAIS). The CORE AAA System Governance scheme establishes a global baseline for compliance of AI, Algorithmic, and Autonomous (AAA) System compliance and risk management functions harmonized globally against jurisdictionally-sensitive legal requirements, international standards, and best practices. The audit criteria are integrated across cross-functional necessities such as Personal Data Protection (GDPR, DIFC, Bermuda, LGPD, DPDPA, CCPA), Cybersecurity, and Accessibility & Inclusion. It is the best set of criteria for an organization to feel confident that they can comply with an unharmonized set of requirements, such as EU AI Act, NIST, and ISO amongst others. Anthony is now equipped to offer audit services, or meaningful advise and guidance to those building compliance. For Valeriia and Eugene, their GDPR FHCA follows our certification scheme that is going through the process validation with regulators in Europe. AAA System and compliance with GDPR is at a critical intersection of laws and regulations regarding AI and Personal Data that are insufficiently understood by Providers and Deployers, Controllers and Processors and Valeriia and Eugene are now well equipped to advise on those critical issues. Finally FIAAIS is the prerequisite course to ForHumanity's world of Independent Audit of AI Systems. This course helps to guide interested persons into the lexicon we use for IAAIS, how and why our work supports an #infrastructureoftrust for every organization, every auditor, every technologist building tools for compliance, every advisor/consultant, and every country's government that would like to foster increasing trust between Providers, Deployers, and users of AAA Systems. Recognizing a critical need at Andersen Air Force Base, the Department of the Air Force Community Partnership (DAFCP) team supported the DoD's first-ever Intergovernmental Support Agreement (IGSA) with the Government of Guam Department of Agriculture for animal control services. This innovative partnership addresses the stray animal population, benefiting both the military community and the island of Guam.
