The Community Development Financial Institutions (CDFI) Fund announced the awarding of $10 billion in new markets tax credit (NMTC) allocation authority for the combined 2024-2025 allocation round Dec. 23, 2025. It was a record-breaking amount of aggregate issuance authority that led to a record-breaking number of awardees. Esquire Bank and Fortress today announce a sourcing joint venture agreement through which funds managed by affiliates of Fortress Investment Group will provide capital to expand lending solutions and banking services to contingency fee law firms through Esquire Bank's platforms. "This joint venture will provide contingent fee law firms with additional flexibility for both financing terms and advance rates against their contingent fee collateral," says Andrew Sagliocca, Vice Chairman, CEO and President of Esquire. The Senate Finance Committee’s proposed reconciliation bill takes meaningful steps by including the bipartisan Freedom to Invest in Tomorrow’s Workforce Act, expanding 529 account eligibility to cover expenses for certifications such as CFP® certification. “CFP Board thanks the Senate Finance Committee and its House counterpart for including language that would expand 529 account eligibility to cover expenses related to professional certifications, including the CERTIFIED FINANCIAL PLANNER® certification,” said Erin Koeppel, Managing Director of Government Relations and Public Policy Counsel. R&D Tax Breaks Set to Expand - Tuberville’s Bold Proposal On May 9, 2025, Senator Tommy Tuberville introduced the American Innovation and Jobs Act, aiming to revamp the R&D tax landscape for small businesses and startups. This bill proposes: 🟢 Restoring immediate full deductions for R&D expenses, reversing the 2017 Tax Cuts and Jobs Act's requirement to amortize these costs over several years. 🟢 Doubling the refundable R&D tax credit cap from $250,000 to $500,000 immediately, with plans to increase it to $750,000 over the next decade. 🟢 Expanding eligibility by raising the gross receipts threshold from $5 million to $15 million and extending the claim period from 5 to 8 years after generating at least $25,000 in revenue. As someone who has navigated the complexities of R&D tax credits, these changes could significantly ease the financial burden on innovative startups. The ability to fully deduct R&D expenses annually would provide immediate tax relief, encouraging more investment in innovation. This bipartisan effort, co-sponsored by over 30 senators, reflects a growing consensus on the importance of supporting domestic innovation. Capital Small Finance Bank Limited board may look into universal bank license application next fiscal Capital Small Finance Bank says it has no immediate plans to apply for a universal banking licence, though the board will formally review the option in the next fiscal. In an interview, MD & CEO Sarvjit Singh Samra and ED Munish Jain tell ETBFSI that it plans to keep corporate exposure limited, maintaining it in the 12.5 - 17.5 per cent range, largely with carefully selected secured NBFCs, while continuing to remain primarily a retail-driven bank. SFB plans to expand branch presence beyond Punjab into Uttar Pradesh, Haryana, and Rajasthan. ***Grossly Underdiscussed CECL Challenges**** Now that most community banks have eight to ten quarters of CECL experience under their belts, many are still grappling with foundational issues such as overreliance on qualitative factors, lack of responsiveness to risk rating changes, and opaque “black box” models that defy intuitive understanding. What add-backs will SBA lenders actually accept? Those of us in the LMM space are constantly getting beaten up over the use of add-backs. Calder's position has always been to be conservative and realistic. Recently, we received the results of a soft survey of some of the most aggressive SBA lenders to find out what add-backs they would and would not accept. Here goes: Hard NOs: Meals & entertainment Most travel and gas expenses Phones (unless you can prove it’s for Aunt Linda) Personal items buried in COGS or supplies Maybe, but bring receipts/evidence: Family salaries, seller’s retirement, legal fees, auto expenses Excess rent or one-time repairs Golf memberships (yes, if it’s clearly personal) Generally YES: Seller salaries (adjusted for buyer) Health & life insurance Verified one-time legal/professional fees Above-market rent with proof Lenders also consistently said: Too many add-backs = red flags A Quality of Earnings report builds significant trust They won’t comb through statements to “help you justify” personal expenses If you’re burying personal stuff to dodge taxes, many lenders will just walk #SBAloans #MergersAndAcquisitions #BusinessValuation #SellingABusiness #BuyingABusiness
