About us

The Washington Workforce Association (WWA) is a nonprofit non-partisan membership organization of the twelve Workforce Development Councils (WDC) of Washington State. The twelve WDCs are business led boards that coordinate and leverage workforce investments and strategies with stakeholders from education, economic development, labor and community based organizations to advance the economic health of their respective communities through a skilled and competitive workforce. WDCs are certified by the Governor of Washington State with agreement from local elected officials under the requirements of the federal Workforce Investment Act of 1998, which calls for a comprehensive system to provide America with a highly skilled workforce that competes in the global economy. WWA provides information, training, tools, and recommendations to policy makers, workforce development professionals, Workforce Development Council members, and the community at large to help make informed decisions about how to invest in workforce strategies. WWA works in partnership with other statewide, regional and national organizations advocating for a coordinated, funded system focused on the needs of job seekers and businesses.

The conversation included updates on regional workforce efforts and continued discussion around the Shared Faculty Model—an important strategy for strengthening the healthcare talent pipeline.

    Healthcare partners throughout Pierce County joined our Healthcare Roundtable today. It was energizing to reconnect and to welcome several new faces from across the healthcare community. Our conversation included updates on regional workforce efforts and continued discussion around the Shared Faculty Model, an important strategy for strengthening our healthcare talent pipeline.   • Workforce partnerships can create meaningful pathways to employment, especially in rural communities. Through the Open Doors learning center at WorkSource Okanogan, Skylar was able to continue her education while exploring career interests in healthcare. With support from workforce staff, she connected to a paid work experience at Regency Omak Rehabilitation and Nursing Center. After demonstrating reliability and growth on the job, Skylar was offered a permanent position. Her story reflects how coordinated support, work-based learning, and employer partnerships can help individuals move from recovery and instability into lasting employment.

    There’s a wall of kudos at Regency Omak Rehabilitation and Nursing Center, and Skylar’s name is all over it. Not long ago, Skylar was navigating recovery, unstable housing, and a court-ordered return to school. Skylar worked toward her education goals through the Open Doors learning center at WorkSource Okanogan, and after showing interest in the healthcare field, she was connected to a paid work experience with Regency Omak. Regency Omak provides essential care in a small, rural community. Every healthcare role is important. Skylar quickly demonstrated reliability and growth in her work experience, and was offered a permanent position with Regency Omak. ✨ Today Skylar is already an impactful part of the local workforce that cares for her neighbors, with more room to grow professionally.   • Regional partnerships help connect job seekers with real opportunities. The Sound Jobs Career Fair at South Seattle College brought together nearly 200 job seekers and a wide range of employers and workforce partners focused on hospitality careers. Events like this demonstrate how coordinated efforts between education, workforce organizations, community partners, and employers can reduce barriers and accelerate hiring.     What a day for regional partnership. 👏 The Sound Jobs Career Fair, hosted at South Seattle College, welcomed nearly 200 job seekers exploring opportunities in the hospitality sector. This effort brought together South Seattle College, FareStart, the Workforce Development Council of Seattle–King County, our WorkSource Seattle-King County One-Stop Operator team, the City of Seattle, Evergreen Goodwill of Northwest Washington, and dozens of employers, education, workforce, and community partners. We all aligned around a shared goal: connecting talent to opportunity. Behind the scenes, our Digital Navigators helped candidates refine resumes and complete online applications in real time, accelerating the hiring process and ensuring employers could connect with prepared applicants. (Thanks to Comcast, Carla Carrell, MBA, and Kiwa Nada for supporting the digital equity work that strengthens these connections and expands access to opportunity!) This is how workforce systems can respond to industry needs: coordinated partnerships, reduced barriers, and direct employer engagement. Stronger partnerships. Stronger pipelines.   • Relocating to San Juan County isn’t easy, especially for young adults just beginning their careers. But with the right support, opportunity can take root anywhere. Through the WIOA I-B Out-of-School Youth Program and On-the-Job Training support, Northwest Workforce Council helped Lindsey transition into a career in surveying at Star Surveying in Friday Harbor. With training costs supported, Lindsey was able to focus fully on building technical skills, earning certifications, and gaining hands-on experience in the field. Stories like this highlight how workforce programs reduce financial barriers, support employers, and create pathways to long-term careers in communities across Washington.   • Across Washington, the Community Reinvestment Program is driving real impact—supporting small businesses, expanding opportunity, and helping individuals move into good jobs that lead to long-term economic mobility.   Thank you to the Washington State Department of Commerce for highlighting these impacts and the continued investment in community-driven solutions.   This work reflects strong partnership across state agencies, local workforce boards, and community-based organizations to ensure investments are aligned, results-focused, and reaching those who need them most.   WWA is proud to support our 12 Local Workforce Development Boards in advancing this work statewide.

    Krista Perez (she/her), Strategic Partnerships Manager for Commerce's Community Reinvestment Program, is working closely with the state Employment Security Department and Washington's 12 Workforce Development Councils to distribute millions of dollars to communities statewide. For the 2025-2027 biennium, CRP is investing $14 million into workforce development, including helping people get better jobs and supporting small businesses with equipment and staff.   • WorkForce Central continues to advocate for expanded access to education and training pathways that meet the needs of both workers and regional employers. Workforce Pell marks an important step forward, allowing Pell Grants to support high-quality, short-term, career-focused training programs for the first time. This change increases access to industry-aligned credentials in fields such as healthcare, manufacturing, skilled trades, and IT, helping workers gain in-demand skills while strengthening the regional talent pipeline for employers.

    Workforce Pell is an important win for workers and employers in our region. For the first time, Pell Grants can support high-quality, short-term, career-focused training programs. This expands affordable pathways for people to gain the skills needed for in-demand jobs and increases access to credentials that lead to higher earnings and good careers. Workforce Pell also benefits employers by strengthening the talent pipeline. It helps more workers access fast, industry-aligned training in fields like healthcare, the skilled trades, manufacturing, and IT, giving businesses a more reliable source of skilled talent. This resource from National Skills Coalition offers a clear overview of what Workforce Pell means, how implementation will roll out, and where partners and community leaders can shape the system so it works well for both workers and businesses.

The latest data shows unemployment at 4.9%, more than 60,000 job postings across 8,000+ employers, and a median advertised wage of $91.9K. Postings requiring artificial intelligence skills are up 108% year over year. The data reflects an active labor market with tighter transitions and increasing pressure on skills alignment and re-employment support.
