Last week we convened the Second Plenary Meeting of the Partnership for Indo-Pacific Industrial Resilience (PIPIR) — bringing together 16 Indo-Pacific and Euro-Atlantic members, and 1 advisor, focused on strengthening the defense industrial base that underpins deterrence. Secretary Hegseth highlighted two flagship efforts at the Shangri-La Dialogue in 2025: developing common standards for small unmanned aerial systems (sUAS) across the Indo-Pacific to reduce sUAS supply chain risks and enhance joint production capabilities and expanding sustainment capability for the P-8 AN/APY-10 radar system to Australia. Today, I’m pleased to report that we’re making real progress on these initiatives, with several PIPIR nations endorsing sUAS statements of intent that will incrementally work toward joint production goals and the APY-10 radar capability progressing towards a Phase 1 capability later this year. The National Armament Directors of the PIPIR Nations agreed to establish a solid rocket motor (SRM) sub group, co-chaired by Japan, to explore co-production opportunities, endorsed two maintenance, repair, and overhaul (MRO) roadmaps for F100/F110 and T-55 engine repair initiatives with Japan and ROK, respectively, and committed to a series of tabletop exercises to enhance supply chain resilience, accelerate PIPIR project identification and execution, and assess options for integrated and combined logistics. These initiatives will reduce reliance on long logistics chains, strengthen allied and partner interoperability, and help ensure access to critical capabilities in contested environments. PIPIR is also moving out to address policy barriers challenging industrial cooperation, creating information sharing avenues among partners including the Multinational Armaments Resilience Seminar (MARS), standardizing project development processes, and working with industry and capital providers to accelerate collaboration. Deterrence requires a resilient industrial base - and resilient industrial bases require trusted partners. That’s exactly what PIPIR is building.

The America First Arms Transfer Strategy is a major shift in how the U.S. approaches defense sales, and the Aerospace Industries Association is laser focused on its implementation. But here's the thing: industry can't help implement what it can't see. This is post 1 of 3 this week on getting the Strategy's implementation right for our #AIAonAFATS series. Let's talk transparency and the sales catalog. The Strategy currently exists as a classified document. That's understandable given the sensitivities involved. But if the U.S. government wants the defense industrial base to deliver on the EOs objectives — revitalizing American manufacturing, expanding production capacity, and supporting burden sharing — industry needs to understand the priorities. Here's what AIA is recommending: ➡️ Develop a process for cleared industry stakeholders to review the Strategy and the accompanying sales catalog ➡️ Structure the catalog around capabilities, not specific platforms ➡️ Align catalog items with the Government-to-Government Only List and existing capability lists shared with partners Why capabilities over platforms? A capabilities-driven framework does three things: 1. It ensures the entire U.S. industrial base can compete — not just the companies whose platforms happen to make the list 2. It accounts for technological development and commercially developed items 3. It avoids inadvertently creating "winners and losers" that stifle competition and innovation 💡 My take: The Strategy's success depends on clear demand signals. Industry makes long-term investments in infrastructure, workforce, and production capacity based on what the government prioritizes. Without visibility into those priorities, it's hard to hit the mark. A platform-specific catalog list risks leaving capable U.S. companies on the sidelines. A capabilities-based approach keeps the playing field level while directing foreign partner capital toward strengthening the defense industrial base. The goal is the same: revitalize American defense manufacturing. Let's make sure the implementation gets us there. Next up: Advocacy and resourcing. Stay tuned. OpenAI GPT-5 main: 47% of the time 04-Mini: 70% when asked general questions Gemini 2.5 Pro: 46%; Antrhopic Claude 4: 23% As someone who uses AI frequently and sees great promise to accelerate human progress, here's what "no governance" looked like in February at Johnson & Johnson, one of the most tech savvy companies. The AI model "allegedly" hallucinated mid-surgeries. FDA Is investigating. Lives damaged. Lawsuits & loss. "Cerebrospinal fluid reportedly leaked from one patient’s nose. In another reported case, a surgeon mistakenly punctured the base of a patient’s skull. In two other cases, patients each allegedly suffered strokes after a major artery was accidentally injured." Not isolated cases. Not only in the medical field. This is happening everywhere. We need to be PROACTIVE. Corporate Boards are often unaware AI models hallucinate, and do not have substantial training, monitoring, or other guardrails in place. Let's change this! We all can do our part. We have a clear mandate to dismantle the bureaucracy that hinders our ability to outpace our adversaries. We don’t have a choice with today’s environment of rapid technological advancement – we must ensure the FAR and DFARS serve as enablers of speed and innovation, not obstacles. In support of the President’s Executive Orders and the Secretary's Acquisition Transformation Strategy, we are launching Phase 2 of the Revolutionary FAR Overhaul (RFO). We just completed the initial release of RFO Phase 1, issuing 31 class deviations to the FAR and DFARS. These changes remove, revise, or relocate non‑statutory policies and procedures to the Procedures, Guidance, and Information (PGI), clearing the way for a more streamlined and responsive acquisition system. The full set of class deviations is available on the DPCAP website. As we move into Phase 2, we are looking for substantive, game-changing ideas from our partners in the Defense Industrial Base. This isn't a typical request for comments. It is a call to action. We need your specific suggestions to help us build a regulatory environment that supports rebuilding our military and reestablishing deterrence.
