About us

PRC is a new $30-million San Francisco nonprofit formed through the merger of Positive Resource Center, Baker Places, and AIDS Emergency Fund. Leveraging a 50-year legacy of community service, PRC is focused on ending homelessness and improving the quality of life in the City by removing social barriers to good health and financial stability. Through PRC’s uniquely integrated legal, social, and health services each year more than 5,000 people are building income, getting healthy, and staying housed. The mission of PRC is to help people affected by HIV/AIDS, substance use, or mental health issues better realize opportunities by providing integrated legal, social, and health services that address the broad range of social risk factors that impact wellness and limit potential.

    Sixty percent of CDC funding to California is supplemental & discretionary--and therefore vulnerable to cuts at the federal level. End the Epidemics--a statewide coalition that includes PRC--is calling for the state to cover cuts at the federal level with revenue generated from the AIDS Drug Assistance Program (ADAP).     This morning a new cohort of Next Step graduates came together for their final class to celebrate one another's accomplishments! The 6-week course is one of our flagship Workforce Development programs, designed to provide the basics of computer skills and Microsoft Office programs. But the course goes beyond any technical skill that helps someone move into the next phase of their career. Most importantly, these sessions offer the opportunity to build confidence and self esteem, to work hard towards goals and milestones, and to contribute to a beautiful mosaic of community alongside classmates and teachers. Many of these graduates will stay engaged in the PRC community and even take our next course, StepUp, which builds admin and clerical skills to translate into the workforce. Cedric [pictured left] put it best when he shared, "This class makes me feel warm. It feels like a home. It feels like a family. We need more of these places in the world." If we do nothing else here at PRC, we know our foremost goal is to give clients a space where they feel accepted, encouraged, and loved exactly as they are.     This afternoon we joined dozens of advocates across San Francisco at Civic Center to demand a transparent budget with input from everyday people that uplifts the dignity of all people across differences. The Mayor’s Office of Housing and Community Development (MOHCD) has proposed devastating funding cuts that disproportionately target the people we serve at PRC and those most in need—BIPOC, immigrant, LGBTQ+, unhoused, and survivor-led programs. These aren’t just budget decisions—they are life-and-death choices that abandon San Francisco’s core values of equity, care, and safety for all. Join us at City Hall tomorrow at 1:30 p.m. to provide public comment and tell MOHCD that you value community services, gender-based services, and the legal advocacy services we provide here at PRC. If you can't attend tomorrow, write to the MOHCD using the template letter found in our bio and let them know what our services mean to you and your community.

    Navigating the complex landscape of resources and providers is a barrier for people experiencing housing insecurity. At PRC, one of our fundamental beliefs is that everyone deserves an advocate. Enter Jazz, part of our Housing Navigation team, who is there for our clients every step of the way. "It’s about being consistent, building trust, and showing up—because everyone deserves someone in their corner while they work toward home," says Jazz, who recently waited in line eight Mondays in a row to get her client into the Coordinated Entry system here in San Francisco.

    "It’s a little bit difficult to draw the clear connection of what is being cut and how it will impact services, because it’s all happening real time right now,” said Chuan Teng, chief executive of PRC, a San Francisco nonprofit that provides services for people with HIV. “Part of the challenge is just the chaos. I don’t know if that’s by design but it feels like it.
