OUSW(A&S) is focused on forming an acquisition system that moves at the speed of relevance, and to do that, has been shaped into an organization that provides a defense-wide adaptive acquisition framework from need identification to disposal. "Today's announcement is the latest sign that our Acquisition Transformation Strategy is delivering on its promise to rebuild the Arsenal of Freedom," said Michael Duffey, Under Secretary of War for Acquisition and Sustainment. "We are moving beyond the traditional prime contractors to expand our industrial base, accelerating testing timelines, and sending a clear, long-term demand signal to innovative new entrants."
The United States Department of War has reached new framework agreements with a slate of disruptive new entrants to aggressively expand the United States military’s lethal cruise missile and hypersonic missile strike capabilities. Low-Cost Containerized Missiles (LCCM) Program: • Anduril Industries • CoAspire • Leidos • Zone 5 Technologies Low-Cost Hypersonic Missiles: • Castelion This effort positions the Department to procure 10,000+ LCCMs over three years, starting in 2027. Once Castelion achieves testing and validation, the Department will award a multi-year contract for a minimum of 500 Blackbeard missiles annually, while seeking the necessary authorizations and appropriations for over 12,000 total missiles over five years. These agreements will rapidly field effective and affordable kinetic mass for the Joint Force at scale, acting directly on the mandate from President Trump and Secretary Hegseth to strengthen America’s Arsenal of Freedom.

At the Professional Services Council, the message to industry partners was clear: an 85% solution delivered today is infinitely better than a 100% solution that arrives too late. We must prioritize rapid solutions. This acceleration relies on both technology and people. At the Special Competitive Studies Project - SCSP Project AI+Expo, discussions centered DIB expansion and the integration of AI across the DoW ecosystem. Yet, as Hon. Duffey noted at the Naval Postgraduate School Symposium, it is our dedicated acquisition professionals who will turn these modernization policies into reality. Finally, we are maximizing our global impact. Addressing Defense Security Cooperation Agency in their first town hall since transitioning to A&S, he highlighted how bringing security cooperation and acquisition under one roof unlocks the full power of the DIB.

Small businesses play a major role in DoW innovation and mission readiness. Through our acquisition transformation efforts, we are actively lowering barriers to entry to expand the industrial base. We want more new, innovative companies building military equipment, coming up with better ideas, and delivering results faster for our warfighters.
May is National Small Business Month — a time to recognize the businesses driving our economy and delivering critical capabilities for our warfighters. On Monday, President Trump hosted a summit honoring the contributions of small businesses across the nation. As the President said clearly: small businesses are “the lifeblood of the American economy…[and] our country is made up of a lot of small businesses and that ends up being a really big business.” President Trump, through his “Great Big Beautiful Tax Cut and Regulation Cut Bill” (as he remarked at the event), has unlocked significant capital flow for America’s small businesses. In fact, 12 million small businesses received an average tax cut of over $7,000. At the Department of War, small businesses aren’t just part of the industrial base ecosystem — they are essential to mission readiness, innovation, and delivering capability at speed and scale. Great news for the shipbuilding industrial base and for restoring American maritime dominance.
HII and GrayMatter Robotics (GMR) signed a memorandum of understanding (MOU) on Monday to explore the integration of GMR’s Physical AI into shipbuilding operations that could accelerate throughput, strengthen the maritime industrial base, and augment the shipbuilding workforce. This will include bringing autonomous surface preparation, coating, and inspection technologies into shipbuilding. The MOU signing ceremony took place at GrayMatter Robotics’ headquarters and was attended by Eric Chewning, HII’s executive vice president of maritime systems and corporate strategy, and Ariyan Kabir, GrayMatter Robotics CEO and co-founder. Integrating Physical AI into shipbuilding operations offers a significant opportunity to enhance the critical processes required by our skilled workforce to build the US Navy's most complex ships. Our partnership with GrayMatter Robotics demonstrates the strength of combining high‑potential technologies with HII’s deep shipbuilding expertise to advance this new frontier of shipbuilding automation. He painted a vivid picture of a modern, expanded battlefield, stating, "It’s in the digital networks that power our lives, it’s in the shipping lanes that carry global commerce, and it’s in the satellites that orbit above our heads."
