Rising modernization costs, lengthy refresh cycles, and reliance on legacy or obsolete components hinder our ability to field microelectronics technology and modernize systems at a rate that outpaces our adversaries. MOSAIC consists of two programs: Procurement and Integration Modernization of Microelectronics (PRIM2E) and Microelectronics Defense Integrated Cloud Environment (mDICE). • PRIM2E will modernize microelectronics for fielded weapon systems and develop and standardize methods and common data packages across the sustainment lifecycle. • Synergistically, mDICE will standardize enterprise capabilities, enhance and unify previously siloed solutions, and provide a department-wide storefront for reusability of microelectronics IP. • This RFS solicits white papers for PRIM2E phase 1 and proposals from mDICE phase 1 participants. PRIM2E will inform and guide the creation of mDICE; however, mDICE requests a separate solution due to its broader foundational functions that extend beyond PRIM2E.
