At Harbor Legacy, we are committed to changing that. Our Theory of Change outlines a clear, actionable plan to grow the number of employer firms, finance professionals, and real estate developers from low-to-moderate income communities. This model guides our work across the Business Incubator and Career Academy, and it aligns with our long-term goals: 1. A community-owned credit union serving 10,000+ members 2. 1,000 new employer firms 3. 500 professionals in finance and real estate.
