  • Over the past four years, the Economic Development Collaborative (EDC) designed, implemented, and scaled a Digital Upskilling Initiative across Ventura County to close the digital divide for workers, job seekers, and small businesses. With $5 million in state funding secured by Assemblymember Jacqui Irwin, this effort delivered what public investments should: measurable outcomes, lasting infrastructure, and a model that can be replicated in any community where it is needed. Working alongside regional implementation partners, the EDC-led initiative exceeded expectations and strengthened long-term digital upskilling capacity through coordinated outreach, regional collaboration, and sustainable program design. 🔹1,362+ residents served 🔹1,000+ adults gained foundational computer skills and received free devices 🔹124 workers earned industry-recognized ICT credentials 🔹170 small businesses strengthened their online presence and left with action plans 🔹Bilingual, equity-centered programming reached Spanish speakers and communities historically excluded from digital opportunity 🔹Free replication toolkits now allow any region to adopt the model Beyond the numbers, this initiative built lasting capacity. Adult schools, community-based organizations, and workforce partners now have the curriculum, tools, and partnerships to continue delivering digital skills training long after the grant period. Digital skills are no longer optional; they are foundational to economic mobility. This initiative demonstrates that when public agencies, educators, and community partners align around shared goals, we can move quickly from pilot to impact to scale.
