🧩 District residency programs don't have a data problem because they're poorly managed. They have a data problem because they sit at the intersection of two systems that were built completely independently of each other. 1️⃣ District HR systems track headcount, payroll, and employment — not clinical hours, competencies, or evaluator sign-offs 2️⃣ EPP accreditation frameworks were designed for university-based programs — the data fields don't map to how a school district actually operates 3️⃣ Neither system covers the intersection, so coordinators build a third one — spreadsheets, shared drives, and manual workarounds that work until they don't 4️⃣ When the coordinator leaves or a reviewer requests candidate-level clinical data by cohort and placement site, that unofficial system can't produce it cleanly 5️⃣ Programs with strong outcomes still struggle to demonstrate them — because the documentation doesn't reflect the quality of the work 💡 The problem isn't operational. 📋 Non-IHE alternative certification enrollment grew 150% between 2011 and 2020. Completions declined by 10% over the same period. The gap isn't a program quality problem.
