To resolve longstanding issues affecting Caymanians, including: • Caymanian designation in certain instances • Permanent Residency matters • Decisions on overseas medical care coverage The NCFC Government has activated section 77(2) of the Constitution to certify urgent Bills for Parliament in March. In an unprecedented step, Government shared the full certification reasons with all 19 Members of Parliament — setting a new benchmark for transparency. The proposed amendments are to The Immigration (Transition) (Amendment and Validation) Bill, 2026 and The Health Insurance (Amendment) Bill, 2026. These Bills advance four of Government’s 2026–2028 Broad Outcomes, on Education, Immigration and Workforce Development; Health and Social Development; Public Services; and Good Governance and Public Safety. “When action is needed in the public interest, we act — lawfully, responsibly, and in the best interests of the Cayman Islands,” said Premier André Ebanks.
