Developed alongside BNP Paribas, Landsec, TFT, and Winvic Construction Ltd, and tested across more than 200 building projects with input from over 350 experts, this is now the most comprehensive industry-backed guidance available for UK built environment decarbonisation. ✅ Whole life carbon, not just operational: The framework covers all greenhouse gas emissions across a building's full lifecycle, from material extraction and construction, through operation, to demolition and disposal, closing the gap that operational-only metrics leave open ✅ Eight structured principles: Four overarching principles covering stakeholder accountability and public data disclosure, plus four delivery principles with lifecycle-based actions at each project stage — designed to be scalable for any organisation size ✅ Carbon pricing built in: The framework attaches a monetary value to every tonne of CO₂-equivalent, linked to the projected future cost of high-quality greenhouse gas removals, making residual carbon liabilities financially visible from the earliest investment appraisal stage ✅ Independent verification required: To prevent greenwashing, the framework mandates independent external review by a qualified third party, with a public summary of boundaries applied, actions taken, and verification outcomes ✅ Complements the UK Net Zero Carbon Buildings Standard: Launched in March 2026, the UK NZCBS provides the science-based performance limits; the WLC Framework provides the governance principles and disclosure structure to get there The built environment accounts for roughly 40% of global carbon emissions. 💧🤖 EU Calls for Stakeholder Input on Digital Water Action Plan On May 27, the European Commission launched a call for evidence to shape a new EU-wide Digital Action Plan for the water sector. Part of the Water Resilience Strategy adopted in 2025, this consultation invites stakeholders to help define how Europe will use digital technologies to monitor, manage, and protect its water resources. ✅ The planned Action Plan aims to promote AI-driven monitoring, universal smart metering, and real-time data sharing across EU Member States ✅ It will support the development of national water data portals, making data findable, accessible, interoperable, and reusable under the Open Data Directive ✅ Minimum water consumption standards for data centres are under consideration, as the EU recognizes the growing water footprint of digital infrastructure ✅ The EU Council has backed the use of AI to forecast hydrological extremes such as floods and droughts, which have caused billions of euros in damage in recent years ✅ Industry leaders have called the water sector "slow to harvest the benefits of digital transformation" compared with energy, highlighting major room for innovation This is an early-stage regulatory signal, but the direction is clear. Water stewardship is moving toward mandatory digital standards in Europe. 🏭🇪🇺 EU Commission Awards €400 Million to 65 Industrial Heat Decarbonization Projects in First-Ever Heat Auction The European Commission has selected 65 projects across 10 EEA countries to receive €400 million ($465M) in Innovation Fund grants — the first EU-wide auction dedicated to decarbonizing industrial heat production. ✅ Projects span Austria, Belgium, Czechia, Denmark, France, Germany, Hungary, Portugal, Slovenia, and Spain, covering sectors including pulp and paper, glass, ceramics, metallurgy, food and beverage, textiles, and pharmaceuticals ✅ Technologies funded include heat pumps, direct and indirect resistance heating, solar thermal, electromagnetic and dielectric heating, and hybrid systems ✅ Together, the 65 projects are expected to avoid over 6.6 million tonnes of CO₂ over 10 years and produce ~16.3 TWh of decarbonized heat in the first 5 years — equivalent to replacing 1.5 billion m³ of natural gas ✅ The auction attracted 85 applications totaling €1.4 billion in requests — more than 3x the available budget ✅ A second Heat Auction with a €1 billion budget has been announced for 2026, as a step toward the planned the Industrial Decarbonisation Bank under the Clean Industrial Deal With around 60% of EU industrial energy demand going to heat production, this auction marks a turning point.
