The Aspen Institute’s Policy Academy helps community leaders and experts across the political spectrum elevate their voices, influence key decisions, and strengthen democracy from the ground up. We believe that the people closest to problems are best positioned to come up with solutions, so we work to empower citizens to have a say in the decisions that affect them. Our innovative training programs and resources equip people across sectors – from tech to the environment, science to civic engagement – with the skills to shape critical policy efforts. We’re building an America where everyone is engaged in our democratic process—and has the power to make a difference.

  • ➡️  From a Policy Academy project to a signed law! We are thrilled to see our alumni having real-world impact. 💧  2024 Science and Technology Policy Fellows Jonathan Gilmour, Rebecca Kilberg, and Mary-Clare Bosco recommended that the Office of the Great Salt Lake Commissioner set water efficiency targets for the tech sector. 📜  These policy recommendations ultimately helped inform H.B. 76 Data Center Water Transparency, which was officially signed into law by the Utah Governor Spencer J.     Hot take: the public should know how much water data centers are using! This week Utah Governor Cox signed H.B. 76 Data Center Water Transparency Amendments into law. Surreal to see our 2024 policy project lead to legislation. Some great requirements: - Pre-construction notice: operators must notify local water providers of anticipated consumption needs "so that the water provider can determine whether the anticipated water consumption of the new large data center is compatible with the location in which the new large data center is being located", and must report to the Division of Water Rights the estimates for annual withdrawal, discharge treatment plans, discharge temperature, and water reuse strategies. - Annual reporting of withdrawals, any efforts to reduce consumption, and any measures of environmental protection. - Public disclosure! Not in the aggregate! Some information may be shielded as proprietary if the operators request it, but that will be aggregated and anonymized before being made public. Is the bill everything I'd like to see? No. It was watered down (heh) as it passed through the legislature. Existing facilities are exempt, and it only applies to large data centers that come to Utah on or after July 1 of this year. Fines for defying the law were reduced from $10,000 per day to a paltry $100 per day. That said, in the Senate, there was an effort to aggregate and anonymize all data reported, which would have been much less helpful. This is a big step towards much needed transparency. I hope other states follow suit!

  • 🌟  We are thrilled to release our 2025 Annual Report! Check out what we’ve been up to in our 7th year of operation and our goals for 2026.   • 💭  What can we do when generative artificial intelligence (GenAI) makes mistakes? 📣  2025 Science & Technology Policy Fellow Michelle Sipics tackles this question in her new policy project, “Informed Innovation: Establishing a Generative AI Incident Investigation Framework in Utah.” 📃  Michelle’s project draws inspiration from industries like aviation and medicine to propose best practices for Utah’s Office of AI Policy and its partners in case a harmful GenAI incident was to occur.
