Most times, they make that inference based on a lack of experience. Simply explain to them that many countries have laws mandating web accessibility, and non-compliance can lead to significant legal penalties and reputational damage. I'm sure they don't want to lose money to that. Also let them know that accessibility testing can help you reach a broader audience, including people with disabilities, older adults, etc. and this can help enhance the brand's reputation, which in turn improves sales (I'm sure they'll love to hear that).
