First, establish clear objectives and shared governance frameworks to align stakeholders. Define roles, responsibilities, and decision-making processes to avoid conflicts. Second, foster open communication through regular meetings, transparent data sharing, and collaborative platforms to ensure real-time coordination. Third, prioritize interoperability by adopting standardized technologies and protocols, enabling seamless integration of diverse systems. Additionally, address legal and ethical considerations, such as data privacy and cybersecurity, through binding agreements.

Collaboration between the tech world and the non-tech world often requires some ability to translate the languages of the two parties. In this scenario, the government team needs to have someone (or a small team) with an understanding of technology to translate the desires of the city to the tech team and the explanations of the tech team back to the city. This person or team must have the best interests of the city in mind. Conversely the tech team needs to have someone (or a small team) knowledgeable in government processes, restrictions, etc. who can explain to the city the intricacies, variables, and workings of the tech team to the city, while providing the tech team with a better understanding of the city's needs and restrictions.
