Collaboration between the tech world and the non-tech world often requires some ability to translate the languages of the two parties. In this scenario, the government team needs to have someone (or a small team) with an understanding of technology to translate the desires of the city to the tech team and the explanations of the tech team back to the city. This person or team must have the best interests of the city in mind. Conversely the tech team needs to have someone (or a small team) knowledgeable in government processes, restrictions, etc. who can explain to the city the intricacies, variables, and workings of the tech team to the city, while providing the tech team with a better understanding of the city's needs and restrictions.

You need structure, clarity, and agility. Start by aligning on shared goals; everyone should know exactly what success looks like. Then, set up a joint task force with clear roles, decision rights, and escalation paths to prevent confusion down the line. Use open standards and APIs from the start to guarantee tech compatibility and future integration. Don’t wait to talk about data; agree upfront on who owns it, how it’s accessed, and how you’ll stay compliant (GDPR, etc.). Run the project in agile sprints, with regular check-ins to adapt fast + keep momentum. Track key KPIs and enforce SLAs to stay accountable. Create a shared risk plan to avoid finger-pointing when issues arise.
