I've been on several Agile projects and they've all been miserably managed with a lousy product. I don't see Agile as a worthwhile methodology.

What is an agile program??? Do you mean a program where the projects linked to it are following agile approaches?? That should not influence the way the program manages the stakeholders and the communication plan.
