In my experience, when juggling in short-term goals in a program. We ensure they align with the long-term vision by defining SMART Goals. Pick the Vision and the strategical goals which are already defined and break it down to department/portpolio level and then to shorter goals of Program. Once program in progress with short-term goals, monitor the progress against the long term goals using visual dashboards and ensure the objectives are achieved if not look for gaps and then work on them with some actionable items.
