Passivity could be a personality trait or something acquired out of conditioning. Both need to be addressed. 1. Try and understand their history and reasons for this behavior. 2. Is it only them or people around them as well? 3. Is it working for them? if yes - may not be best results intended. If no - ask them why they think so 4. What needs to be done - seek answers from all concerned and involved - prioritize the solutions - select the best one and deploy it 5. Formulate SMART solutions - break it up into bite-size pieces 6. Share a vision of future 7. If needed, shed light on what the 'competition' is doing - and what could be done better 8. If it's solely an individual/health related problem - advise coaching or counseling as suited.
