If you need to increase the tool's/system's capacity and functionalities based on its users' demand, you need to be able to inrease the load (upgrading a single node - vertical scaling; easier to manage, but limited by the physical constraints of the hardware and usually more expensive) or balance the load across multiple nodes or instances, reducing the likelihood for any server to be overwhelmed (horizontal scaling - that I prefer; ususally less expensive if planned right from the design). If the hardware resources are outsourced, having a contract that includes a tolerance limit in resource upgrades can be a good solution for risk mitigation (cost side).
