For me, missing deadlines is a problematic habit. However, if the quality of the task's outcome is exceptionally high, I would choose not to take any action against the staff member.

Foster a culture of accountability and transparency, encourage them for regular progress updates, offer positive reinforcement for timely completions. I never focus in members but in the group. How the group can help? Peer pressure is better to maintain all members united and create environment where all are compromised with deadline. Remember all members about the expected results and risks.

As a project manager, I've found the adage "the best defense is a good offense" to be true. This proactive nature allows you to get ahead of any potential shortfalls. Keep an open line of communication by checking in with colleagues regularly. Doing so allows you to intervene and provide assistance before a problem develops. Provide positive reinforcement when deadlines are met to increase the chance for reoccurring behavior. If deadlines are still missed despite your best efforts, holding your team accountable is necessary. Alternately, allowing someone to face the natural consequences of their actions can be the impetus for change.

I would like to quote Simon Sinek on this. We need to understand what is the root cause of missing deadlines as no one wants to miss something on purpose. Offer consultation to the member if they have any personal or professional issue which might be the reason and then effectively addressing the same through empathy and courtesy could lead to the best results.
