            <title>May 2 Local Election: What’s on the ballot, polling locations, hours &amp; more</title>
            <content:encoded>&lt;p&gt;Saturday is election day across the state. Voters in North Texas are deciding on a number of important local races and issues.&lt;/p&gt;&lt;p&gt;The polls are open from 7 a.m. to 7 p.m.&lt;/p&gt;&lt;p&gt;Results will be available on FOX 4 News and FOX Local after the polls close.&lt;/p&gt;&lt;h2&gt;City Elections&lt;/h2&gt;&lt;p&gt;There are contested races for mayor in at least 15 local cities, including Arlington, Carrollton, Irving, Farmers Branch, Denton, and Allen. Many other cities have city council races.&lt;/p&gt;&lt;p&gt;Some cities also have policies on the ballot for voters to decide on, while others are asking for bond money. &lt;/p&gt;&lt;p&gt;The biggest is an $845 million bond in Fort Worth for things like streets, libraries, and public safety. The biggest is Dallas ISD. It’s $6.2 billion bond proposal is the largest in Texas history.&lt;/p&gt;&lt;p&gt;It’s split into four propositions and aims to modernize the district’s infrastructure with 26 new school buildings, renovations on all other campuses, safety upgrades, new school buses, swimming pool repairs, and technology upgrades.&lt;/p&gt;&lt;p&gt;See more information about each proposition: &lt;a href="https://bond.dallasisd.org/bond2026"&gt;bond.dallasisd.org/bond2026&lt;/a&gt; &lt;/p&gt;&lt;p&gt;Arlington, Lancaster, and Ponder ISDs also have bond elections.&lt;/p&gt;&lt;h2&gt;DART Election&lt;/h2&gt;&lt;p&gt;Voters in Addison, University Park, and Highland Park will decide whether to stay in the Dallas Area Rapid Transit system.&lt;/p&gt;&lt;p&gt;Three other cities reversed the decision to hold elections after the transit agency made significant changes.&lt;/p&gt;&lt;p&gt;If voters approve leaving DART, services in those cities would stop immediately, but the 1% sales tax would continue until debts are paid off.&lt;/p&gt;&lt;h2&gt;Where can I go to vote?&lt;/h2&gt;&lt;p&gt;Your assigned polling place is based on where you live. Visit your county's election page for polling locations, sample ballots, and additional resources. &lt;/p&gt;&lt;p&gt;You can also visit the &lt;a href="https://teamrv-mvp.sos.texas.gov/MVP/mvp.do"&gt;Am I Registered&lt;/a&gt; portal on the Secretary of State’s website.             <title>1 dead in road rage shooting on I-35W in Fort Worth</title>
            <content:encoded>&lt;p&gt;One person is dead after a suspected road rage shooting on the Interstate 35W service road in Fort Worth on Thursday afternoon.&lt;/p&gt;&lt;p&gt;Fort Worth Police said it happened around 2:30 p.m. on the northbound I-35W service road.&lt;/p&gt;&lt;p&gt;Investigators believe two adult male drivers were involved in an altercation after exiting the freeway at Meacham Boulevard.&lt;/p&gt;&lt;p&gt;"At that traffic light, some type of incident occurred and one of the drivers shot the other driver," said Fort Worth Officer Buddy Calzada.&lt;/p&gt;&lt;p&gt;The shooter called the police, saying he had shot someone. &lt;/p&gt;&lt;p&gt;"He is temporarily detained and being questioned by our homicide detectives," Officer Calzada said.&lt;/p&gt;&lt;p&gt;The other man was taken to the hospital, where he later died.&lt;/p&gt;&lt;p&gt;Fort Worth police have not yet arrested the shooter or said whether he will face charges.&lt;/p&gt;&lt;p&gt;The names of the two men involved have also not been released.&lt;/p&gt;&lt;p&gt;Police would like to talk to anyone who may have witnessed the altercation.&lt;/p&gt;&lt;p&gt;"We trust our public very well and they trust us. So anybody that may have information, just like in other cases, they share it with us. We're asking you to do that again. Please call our non-emergency number or you can reach out to Crime Stoppers anonymously," Calzada said.             <title>Saginaw boil water notice: Bottled water available as crews repair main break</title>
            <content:encoded>&lt;p&gt;A boil water notice is in effect for a Fort Worth suburb Friday morning as crews work to repair a water main break.&lt;/p&gt;&lt;p&gt;A water main break in Saginaw has caused low water pressure and, in some cases, a total loss of water. The disruption prompted a boil water notice for all customers on the Saginaw public water system.&lt;/p&gt;&lt;p&gt;Residents are advised to boil water before drinking it, washing their hands or brushing their teeth. Health officials note that children, seniors and those with weakened immune systems are particularly vulnerable to harmful bacteria, the city said.&lt;/p&gt;&lt;p&gt;Crews worked overnight to repair the break at the intersection of Saginaw and McLeroy boulevards. While officials expect work to be completed late Friday morning, the boil water notice will remain in effect until further notice.&lt;/p&gt;&lt;p&gt;For those in need of clean water, bottled water is available for pickup behind Saginaw City Hall.&lt;/p&gt;</content:encoded>

            <content:encoded>&lt;p&gt;Millions of soccer fans are expected to pass through North Texas during the 2026 FIFA World Cup, with Dallas-Fort Worth serving as a major hub for matches, fan events and international media operations.&lt;/p&gt;&lt;p&gt;FIFA estimates about 1.2 million international visitors will travel between U.S. host cities, often staying for nearly two weeks.&lt;/p&gt;&lt;p&gt;In North Texas alone, up to 100,000 people per match day are expected in Arlington, as Arlington’s AT&amp;T Stadium (referred to as "Dallas Stadium" by FIFA) hosts nine matches, including a semifinal.&lt;/p&gt;&lt;p&gt;Here’s a breakdown of how visitors can get to and around North Texas, and what to expect.&lt;/p&gt;&lt;h2&gt;Flights and travel to DFW Airport&lt;/h2&gt;&lt;p&gt;Most visitors will arrive by air, with Dallas-Fort Worth (DFW) International Airport and Dallas Love Field serving as the region’s primary gateways.&lt;/p&gt;&lt;p&gt;American Airlines says it is expanding service ahead of the tournament, adding "an extra 27,000 seats on 12 routes this summer" to connect host cities across North America, according to a company news release. &lt;/p&gt;&lt;p&gt;DFW Airport is directly connected to rail lines, including DART and TEXRail, allowing travelers to reach Dallas or Fort Worth without a car.&lt;/p&gt;&lt;h2&gt;Regional rail, Amtrak connectivity&lt;/h2&gt;&lt;p&gt;For travelers coming from nearby states, Amtrak’s Heartland Flyer connects Oklahoma City to Fort Worth with a roughly four-hour trip. The route carries more than 80,000 riders annually and has seen growing demand, but its long-term future is uncertain due to funding concerns shared between Texas and Oklahoma.&lt;/p&gt;&lt;p&gt;The North Central Texas Council of Governments (NCTCoG) has stepped in with short-term funding, citing the train’s importance to World Cup transportation plans. Former transportation director for the NCTCoG, Michael Morris, told Axios that international visitors may rely more on rail than rental cars.&lt;/p&gt;&lt;h2&gt;How to get to AT&amp;T Stadium (Dallas Stadium)&lt;/h2&gt;&lt;p&gt;The Trinity Railway Express (TRE) is expected to be the main train option as it will run every 30 minutes during matches and riders can board in Downtown Dallas or Fort Worth. Train stops will be at CentrePort Station, as well as DFW Airport Station. From there, fans will transfer to charter buses to reach the stadium.&lt;/p&gt;&lt;p&gt;Transit agencies plan to increase capacity significantly. The TRE will operate longer trains and additional services, with some trains capable of carrying up to 2,400 passengers.&lt;/p&gt;&lt;h2&gt;The walk to Dallas Stadium&lt;/h2&gt;&lt;p&gt;No rail line goes directly to AT&amp;T Stadium in Arlington, called Dallas Stadium for the 2026 FIFA World Cup. Instead, buses will run from CentrePort Station to Arlington with additional dynamic buses that may depart as they fill. &lt;/p&gt;&lt;p&gt;Fans should expect about a 10-minute walk for around the half-mile distance from drop-off points to the stadium.&lt;/p&gt;&lt;h2&gt;Public transit to FIFA travel spots&lt;/h2&gt;&lt;p&gt;Dallas Area Rapid Transit (DART) will handle movement within the city, as the light rail connects Downtown Dallas, DFW Airport and Fair Park. The Green Line rail will serve the FIFA Fan Festival. &lt;/p&gt;&lt;p&gt;DART service levels will be adjusted based on crowd size. &lt;/p&gt;&lt;h3&gt;Parking and rideshare at the World Cup&lt;/h3&gt;&lt;p&gt;Driving remains an option, but officials warn of heavy congestion as FIFA states about 16,000 parking spaces will be available near the stadium. &lt;/p&gt;&lt;p&gt;Rideshare drop-offs will be routed to a designated parking lot near Arlington's E-Sports Stadium. Preparing for a surge that is comparable to hosting "nine Super Bowls," according to Senior Program manager of the NCTCoG, Karla Windsor.&lt;/p&gt;&lt;p&gt;"We're welcoming the world for the equivalent of nine Super Bowls."&lt;/p&gt;&lt;h2&gt;Transit apps and commuter resources&lt;/h2&gt;&lt;p&gt;Officials encourage riders to use the &lt;a href="https://gopass.org/gopass/about" target="_blank" rel="noopener"&gt;&lt;strong&gt;GoPass app&lt;/strong&gt;&lt;/a&gt;, which allows users to plan trips, buy tickets and track transit in real time.&lt;/p&gt;&lt;p&gt;FIFA says the system allows visitors to ride the rails or bus to travel with ease.&lt;/p&gt;</content:encoded>

            <content:encoded>&lt;p&gt;The Dallas Stars' 2025-26 season has come to an end much earlier than the team was hoping for.&lt;/p&gt;&lt;h2&gt;Stars lose series to Wild&lt;/h2&gt;&lt;p&gt;The Stars lost 5-2 to the Minnesota Wild in Game 6 of their first-round playoff series, losing the series four games to two.&lt;/p&gt;&lt;p&gt;An early Quinn Hughes goal put the Stars in a 1-0 deficit early in the first period before the team fought back.&lt;/p&gt;&lt;p&gt;Dallas got goals from Wyatt Johnston and Mavrik Borque in the second period to briefly go ahead 2-1, but a Vladamir Tarasenko goal tied the score going into the third period.&lt;/p&gt;&lt;p&gt;With 9:22 left in the third period, Quinn Hughes scored his second goal of the game to put the Wild up 3-2. Matt Boldy added two empty-net goals to seal the loss.&lt;/p&gt;&lt;p&gt;This is the first time that the Stars have failed to advance out of the first round of the Stanley Cup Playoffs since 2022, when they lost a seven-game series to the Calgary Flames.&lt;/p&gt;&lt;p&gt;In the previous three seasons, the Stars advanced to the Western Conference Final, but failed to advance to the Stanley Cup Final in all three appearances.&lt;/p&gt;&lt;p&gt;Dallas scored two or fewer goals in five of the six games in the series, and their highest scoring output was in a 4-2 win in Game 2.&lt;/p&gt;&lt;p&gt;This is Minnesota's first playoff series win since 2015, when the Wild beat the St. Louis Blues in the first round.&lt;/p&gt;&lt;p&gt;After a season where the Stars finished with the third most points in the NHL but failed to advance out of the first round, Dallas will have plenty of time to think about how they want next season's roster to look.&lt;/p&gt;&lt;p&gt;NHL free agency begins on July 1, and expect Dallas to make several moves aimed at getting them that elusive second Stanley Cup trophy.&lt;/p&gt;</content:encoded>

A no bill means there was not enough evidence to charge a suspect with a felony. &lt;/p&gt;&lt;h2&gt;Frisco road rage shooting&lt;/h2&gt;&lt;p&gt;Bartik was accused of killing 34-year-old Robert Taylor, of Plano, after a reported road rage incident near the Frisco school. Investigators say Bartik was questioned at the scene before later being arrested. &lt;/p&gt;&lt;p&gt;Police said there were no Frisco High School students involved in the incident.&lt;/p&gt;&lt;p&gt;No information was released on&lt;strong&gt; &lt;/strong&gt;what prompted the road rage incident.&lt;/p&gt;</content:encoded>

            <title>17-year-old arrested in Garland Central Park shooting that left 2 teens wounded</title>
            <content:encoded>&lt;p&gt;Garland police have arrested a 17-year-old in connection with a shooting at a city park that left two teenagers wounded Wednesday afternoon.&lt;/p&gt;&lt;h2&gt;Illegal transaction leads to gunfire&lt;/h2&gt;&lt;p&gt;Officers responded just before 3 p.m. to a report of a person shot at a park near the 1300 block of West Avenue F. When they arrived, they found two individuals believed to be involved in a disturbance, one of whom had been shot. That person was taken to a hospital and remains in critical condition, police said.&lt;/p&gt;&lt;p&gt;While officers were still at the park, a separate 911 call reported another shooting victim near Garland Avenue and Lourock Drive. Responding officers located a second victim, who was also transported to a hospital.&lt;/p&gt;&lt;p&gt;Preliminary information indicates four individuals, all teenagers between 15 and 17 years old, had gathered at the park when gunfire broke out, striking two of them.&lt;/p&gt;&lt;p&gt;Police said one of the individuals involved, 17-year-old Edwin Vega, has been arrested and charged with aggravated assault with a deadly weapon. He is being held at the Garland Detention Center.&lt;/p&gt;&lt;h2&gt;Garland police investigation&lt;/h2&gt;&lt;p&gt;Investigators believe the shooting was an isolated incident and said there is no ongoing threat to the public. &lt;/p&gt;&lt;p&gt;Garland police are also coordinating with the Garland Independent School District as the investigation continues.&lt;/p&gt;</content:encoded>

            <content:encoded>&lt;p&gt;One Croatia soccer will travel thousands of miles to North Texas for this summer's FIFA World Cup, but it won't be the first time he's traveled the world to see them play.&lt;/p&gt;&lt;h2&gt;A World Cup road trip&lt;/h2&gt;&lt;p&gt;"I'm so excited for this."&lt;/p&gt;&lt;p&gt;Nate Basich was born in the United States, but his father is Croatian. He lives in Croatia for half of every year in the city of Dubrovnik.&lt;/p&gt;&lt;p&gt;Basich is also a huge fan of the Croatia national soccer team. He's traveled to places like Russia and France to watch them play.&lt;/p&gt;&lt;p&gt;This summer, Basich will travel to North Texas for Croatia's match against England on June 17 at AT&amp;T Stadium. He says he and his friends are renting a Winnebago RV to road trip across North America for the tournament.&lt;/p&gt;&lt;p&gt;"…spend a couple days in Dallas, and then we're driving onto Toronto for the next match," Basich tells FOX 4's Alex Boyer. "We're going to get a proper American road trip in."&lt;/p&gt;&lt;p&gt;Basich says he and his friends are looking forward to trying local BBQ while staying in North Texas.&lt;/p&gt;&lt;h2&gt;The Blazers&lt;/h2&gt;&lt;p&gt;Basich is a proud member of "The Blazers," the nickname for fans of the Croatia national soccer team.&lt;/p&gt;&lt;p&gt;The Blazers are famous for their red and white checker shirts, and for lighting flares before games!&lt;/p&gt;&lt;p&gt;"You'll see us outside the stadium with flares, singing songs, waving the flag. And that feeling is just euphoric, there's nothing like it."&lt;/p&gt;&lt;p&gt;Basich remembers when the country came to be in the 1990s, and their third place finish in the 1998 World Cup inspired him to be even more passionate about the team.&lt;/p&gt;&lt;p&gt;"Croatian is a very difficult language to catch all the specific words. But we have a few chants that at the end, it's like the standard, ale, ale ale. So if you want to join in with Croatia, you can let them say the stuff you don't know, and then just ale,ale,ale. And then you can join us."&lt;/p&gt;&lt;p&gt;The 2026 FIFA World Cup kicks off on June 11. He was a beloved husband, friend, and mentor, and will be missed by those who had the privilege of knowing him.&lt;/p&gt;&lt;p&gt;James was a teenager with no meaningful criminal record on June 19, 2008 when he decided to get high on PCP with his cousin Demarius Cummings, who came up with the idea to rob two young men in a parking lot in Garland, Texas. In the course of the robbery, Demarius shot and killed Mr. Swan and Mr. Butler. After James’s arrest, three local Dallas news stations were inexplicably allowed to access and interview him while he was still high, and James confessed to the shootings in a misguided attempt to protect his cousin, who had a more serious rap sheet. Those interviews became the foundation of the State’s case against James at trial. The State’s trial strategy was deeply problematic. The Dallas DA’s Office struck every single Black juror who was eligible to serve in James’s case, keeping careful notes of each juror’s race, and then made arguments at trial referring to racial stereotypes that they believed would appeal to their chosen jury, referring to James’s rap lyrics as evidence of a propensity for future dangerousness, and describing him as a "psychopath" and as similar to a predator from "Animal Planet."&lt;/p&gt;&lt;p&gt;After hearing that James’s execution date had been set, Demarius, in his own words, finally "decided to come clean" and tell the truth of what happened in 2008. In a declaration signed on March 11, 2026, Demarius admitted that he, and not James, was the one who shot and killed both victims. Demarius’s confession was consistent with the DNA evidence in the case, which found Demarius’s DNA on both the gun used to kill the victims and on one of the victim’s clothing, while James’s DNA was not on either. James’s legal team filed multiple appeals based on these new facts and new evidence of the Dallas DA’s unconstitutional racial jury selection practices. They also pressed his case with the Dallas County District Attorney John Creuzot, with the Texas Board of Pardons and Paroles, and with Texas Governor Greg Abbott. It is a profoundly troubling statement about our system of justice that none of these decisionmakers were willing to take steps to grant James relief, or even a stay or reprieve to investigate the new facts showing that James did not kill Mr. Swan and Mr. Butler.&lt;/p&gt;&lt;p&gt;James was never a psychopath or predator, but he was a troubled teen who deeply regretted his participation in the robbery that led to his cousin killing Mr. Swan and Mr. Butler. He found his footing and profoundly transformed himself during his nearly two decades on death row. Through discipline, Christian faith, and an unwavering commitment to growth, James dedicated his life to becoming a source of stability, mentorship, and healing for others around him. He was selected for a highly competitive faith-based rehabilitation program, reserved for individuals with a record of sustained discipline and demonstrated commitment to change. Within that program, James became a leader, teaching classes on conflict resolution and spirituality, helping de-escalate tensions between incarcerated individuals and staff, and guiding others through some of the most difficult moments of their lives.&lt;/p&gt;&lt;p&gt;James met and fell in love with Tiana Krasniqi in 2024. Tiana was a law student working on a research project on racial disparity in Texas death row cases when she reached out to James, and was impressed by the intelligent, soft-spoken person she met. During his last two years, James and Tiana spoke almost daily. They married on April 14, 2026, just two weeks before his execution.&lt;/p&gt;&lt;p&gt;James was a caring, thoughtful, spiritual, and deeply intelligent person who positively impacted all who came to know him. He will be missed by all of us and by his family and many friends. James spoke often of his feelings for the families of Mr. Swan and Mr. Butler, and about his remorse for his role in these crimes, and our thoughts at this time are with their families as well, as James’s were.&lt;/p&gt;&lt;p&gt;We thank all who have spoken up to support James and his case, including the many thousands who were moved to sign petitions for James and to reach out to decisionmakers to advocate for him. James repeatedly expressed the hope that those who were moved to support him would continue to support reforming the justice system to prevent others from being unjustly sentenced and executed. We also want to thank all who worked so diligently to advance James’s case, including the Texas Coalition to Abolish the Death Penalty, the NAACP Legal Defense Fund and the capital punishment clinics at the University of Texas and Cornell University. Thanks as well to filmmakers Moira Fett and Lucy Adams, who produced a powerful documentary video on James as part of his clemency petition, as well as James’s spiritual advisor whose prayer sessions gave him added strength to carry on.&lt;/p&gt;&lt;p&gt;We wish finally to share some words from James, as we continue to celebrate his life and mourn his passing:&lt;/p&gt;&lt;p&gt;&lt;i&gt;I would like to thank everybody for their love, prayers and support, legal and otherwise, and for all of the effort of fighting for justice in this case.  It doesn't go unnoticed, and we thank you.&lt;/i&gt;"&lt;/p&gt;&lt;h2&gt;James Broadnax Execution&lt;/h2&gt;&lt;p&gt;While Broadnax confessed to the heinous crime in a viral FOX 4 jailhouse interview, his cousin, Demarius Cummings, now claims he was the one who pulled the trigger.&lt;/p&gt;&lt;p&gt;Earlier this month, the Texas Court of Criminal Appeals said it would not intervene in the case despite the other man’s claims.&lt;/p&gt;&lt;p&gt;Broadnax, who is now 37 years old, died by lethal injection on Thursday in Huntsville.&lt;/p&gt;&lt;p&gt;On Monday, the United States Supreme Court rejected both of his appeals asking to stop the execution.&lt;/p&gt;&lt;p&gt;Rob Dunham, director of anti-capital punishment group Death Penalty Project, released a statement Thursday night that reads in part as follows:&lt;/p&gt;&lt;p&gt;"This jury was unconstitutionally empaneled. The United States Supreme Court decided not to review the case… It has very significant constitutional issues and the United States Supreme Court has just decided to look the other way." &lt;/p&gt;&lt;p&gt;Broadnax, who was 19 at the time of his crime, is accused of killing an aspiring Christian singer and his colleague at a recording studio in Garland in 2008. &lt;/p&gt;&lt;p&gt;Broadnax told FOX 4 in a 2008 jailhouse interview that he and his cousin were planning merely to "rob somebody" the night of the double murder. They took the DART train to Garland to target "rich white folks," Broadnax said in the interview.&lt;/p&gt;&lt;p&gt;The victims were singer Matthew Butler, a father of two, and Stephen Swan, his employee. They were killed outside Butler's Christian recording studio, Zion Gate Records.&lt;/p&gt;&lt;p&gt;Broadnax and Cummings reportedly netted only $2 from robbing the dead men.&lt;/p&gt;&lt;p&gt;Cummings, also 19 at the time, said he only intended to rob the men. &lt;/p&gt;&lt;p&gt;Broadnax, who admitted to the shooting, expressed no remorse in his interview after the arrests. When asked about what he would say to the victims' families, Broadnax reportedly replied, "f--- 'em."&lt;/p&gt;&lt;p&gt;In March of this year, Cummings claimed he was the one who shot and killed the two victims, not Broadnax. That’s why he said the DNA evidence found on the gun links back to him, not Broadnax.&lt;/p&gt;&lt;p&gt;However, the state’s highest criminal court issued an opinion stating that even though Cummings stated he pulled the trigger, Broadnax had not recanted his earlier confession.&lt;/p&gt;&lt;p&gt;The opinion went on to state that even if Broadnax's confession was a lie, it did not justify a due process violation.&lt;/p&gt;&lt;p&gt;Texas State Rep. Rhetta Andrews Bowers, who represents Texas House District 13, released the following statement on Broadnax's scheduled execution:&lt;/p&gt;&lt;p&gt;&lt;i&gt;With a 6:00 PM execution pending, justice must pause today. April 30 is a solemn and consequential day. As the state prepares to carry out the execution of James Broadnax at 6:00 PM, we must be absolutely certain that justice has been fully and fairly served. In this case, there remain serious and unresolved questions that cannot be ignored. To &lt;/i&gt;&lt;/p&gt;&lt;p&gt;&lt;i&gt;To proceed under these circumstances is deeply troubling. The weight of this decision is irreversible, and it demands not only legal finality, but moral clarity. When doubt exists, even in the smallest measure, we must choose caution over haste and humanity over finality.&lt;/i&gt;&lt;/p&gt;&lt;p&gt;&lt;i&gt;This moment calls for reflection and restraint. Justice must never move forward in the face of uncertainty. The stakes are too high, and the consequences too permanent.             <content:encoded>&lt;p&gt;North Texas law enforcement officials are introducing a 90-day initiative leading up to the FIFA World Cup. &lt;/p&gt;&lt;p&gt;Operation Red Card is aimed at rounding up and putting people committing crimes out of commission and behind bars.&lt;/p&gt;&lt;h2&gt;Operation Red Card&lt;/h2&gt;&lt;p&gt;On Thursday, United States Attorney for the Northern District of Texas Ryan Raybould announced that Operation Red Card has been underway in North Texas since mid-March.&lt;/p&gt;&lt;p&gt;In soccer, referees hit you with a red card when you have committed a serious foul or carried out violent conduct. The result is immediate ejection from the match. &lt;/p&gt;&lt;p&gt;That’s why the term is being used in a sweep to get people wanted for dangerous crimes off the streets.&lt;/p&gt;&lt;p&gt;Raybould said this new 90-day initiative is important to ensure people traveling from all over the world this summer remain safe and enjoy the game and their time in North Texas.&lt;/p&gt;&lt;p&gt;Raybould is a former professional soccer player. He said the beautiful game had a profound impact on him, and he wants to make sure the next generation of soccer players and all the world travelers who come to North Texas to support their teams are free from any threats of violence.&lt;/p&gt;&lt;p&gt;"Operation Red Card is a three-month operation that began on March 14 and will run through June 14, the day that we have our first game in Arlington. Through this operation, we are targeting criminals, human traffickers, and drug dealers. It has already been a great success to date," he said.&lt;/p&gt;&lt;p&gt;Dallas Police Chief David Comeaux believes his department has the necessary funding for the police overtime needed to keep everyone safe.&lt;/p&gt;&lt;p&gt;His comments are in relation to the events over the past couple of weeks. The governor threatened to withhold funds for World Cup security over the department’s willingness to work with ICE agents. And the Dallas City Manager announced a freeze on travel and hiring in some departments, partly because of overtime at DPD.&lt;/p&gt;&lt;p&gt;In both the northern and eastern districts of Texas, which include Dallas, Tarrant, Collin, and Denton counties, 171 people have been charged with federal offenses under Operation Red Card.&lt;/p&gt;&lt;p&gt;The biggest focus has been on illegal drugs, especially fentanyl.&lt;/p&gt;&lt;p&gt;So far, law enforcement officials have seized 70 kilos of methamphetamine, 31 kilos of cocaine, 15 kilos of fentanyl, and 104 firearms.&lt;/p&gt;&lt;p&gt;"This sugar packet represents 500 lives that could be potentially lost due to fentanyl," said Joseph Tucker, the special agent in charge for the Drug Enforcement Administration’s Dallas office. "Many foreign visitors might be unaware of the risks associated with this drug. To help prevent drug overdoses during this global event, the DEA is also leveraging its ‘One Pill Can Kill’ campaign to raise awareness about counterfeit pills containing fentanyl."&lt;/p&gt;&lt;p&gt;Billboards with that message will be added around North Texas as the World Cup approaches.&lt;/p&gt;&lt;h2&gt;World Cup in Dallas&lt;/h2&gt;&lt;p&gt;The Dallas-Fort Worth area is one of several North American hosts for the 2026 FIFA World Cup tournament. &lt;/p&gt;&lt;p&gt;Nine matches will be played at AT&amp;T Stadium in Arlington, which will be called Dallas Stadium for the tournament. That’s more than anywhere else in the country.&lt;/p&gt;&lt;p&gt;Teams from Croatia and Sweden will have their base camps in North Texas. Dallas will also host the International Broadcast Center at the Kay Bailey Hutchison Center and a month-long fan fest at Fair Park.&lt;/p&gt;</content:encoded>

            <content:encoded>&lt;p&gt;Dramatic video in Mineral Wells captured the moment an EF-3 tornado ripped through the North Texas suburb during Tuesday's severe weather.&lt;/p&gt;&lt;h2&gt;EF-3 tornado in Mineral Wells&lt;/h2&gt;&lt;p&gt;Mineral Wells resident Paul Wells provided home security footage to Storyful of the EF-3 tornado tearing through Mineral Wells.&lt;/p&gt;&lt;p&gt;The storm can be seen ripping limbs from the house's trees. The 145 mph winds and rain from the tornado are so strong, they cause visibility issues in the video.&lt;/p&gt;&lt;p&gt;Bell told Storyful that "everyone is safe, and we are beginning the rebuilding process now."&lt;/p&gt;&lt;p&gt;City officials reported that five people were taken to hospital after the tornado flattened manufacturing buildings and ripped the roofs from homes.&lt;/p&gt;&lt;h2&gt;Cleanup effort continues&lt;/h2&gt;&lt;p&gt;Cleanup efforts continue in Mineral Wells after an EF-3 tornado destroyed multiple structures. According to city officials, about 132 buildings were either damaged or destroyed.&lt;/p&gt;&lt;p&gt;The National Weather Service says a storm survey team confirmed the tornado on Tuesday evening had winds up to 145 miles per hour.&lt;/p&gt;&lt;p&gt;Mineral Wells Mayor Reagan Johnson said one of those buildings that suffered extensive damage was the Ventamatic facility. But, thankfully, not many workers were there at the time. &lt;/p&gt;&lt;p&gt;"It’s so difficult to explain what a different narrative this story could be for this city. We’ve had some more information come in that we didn’t have yesterday," she said. &lt;/p&gt;&lt;p&gt;Mineral Wells officials said they are still working to secure some of the hardest-hit areas of the city and will then allow those businesses and homeowners to return.&lt;/p&gt;&lt;p&gt;Utility crews should have the power restored to most of the city by Thursday afternoon.&lt;/p&gt;&lt;p&gt;A curfew will remain in effect from 8 p.m. on Thursday to 6 a.m. on Friday.&lt;/p&gt;</content:encoded>

            <title>Rowlett man arrested after stealing DART van, slamming into bystander's truck</title>
            <content:encoded>&lt;p&gt;A Rowlett man is facing multiple charges after stealing a DART minivan and causing damage to a nearby driver's truck.&lt;/p&gt;&lt;h2&gt;Rowlett DART vehicle theft&lt;/h2&gt;&lt;p&gt;On Apr. 14, Garland Police say that 41-year-old Adrian Moore stole a DART minivan after allegedly throwing an object into the vehicle. After the minivan's driver exited the vehicle, Moore jumped in and took off.&lt;/p&gt;&lt;p&gt;Garland Police were able to flatten the vehicle's tires through stop sticks, leading to a confrontation at South Country Club Road and Rowlett Road.&lt;/p&gt;&lt;p&gt;Witness video captures the confrontation between police and the driver, who then drives into a truck in front of the stolen vehicle, pushing it down the street.&lt;/p&gt;&lt;p&gt;Moore eventually hit another curb, fully disabling the stolen vehicle and allowing police to arrest him. He's been charged with unauthorized use of a vehicle and evading arrest.&lt;/p&gt;&lt;h2&gt;"My truck!"&lt;/h2&gt;&lt;p&gt;The witness who captured video of the incident, Jedidiah Gnanamuthu, had just left Lakeview Centennial High School before becoming involved in the confrontation.&lt;/p&gt;&lt;p&gt;"I see about five or six police cars just coming down," Gnanamuthu told FOX 4's Lori Brown. "I was afraid, but I knew I was protected because there were so many cops."&lt;/p&gt;&lt;p&gt;Gnanamuthu was initially in his vehicle when the police confrontation began before police directed him to exit. &lt;/p&gt;&lt;p&gt;"We didn't want him in the actual danger zone as we were attempting to extract the driver of the DART vehicle," Lt. Pedro Barinau of the Garland Police Department told Brown.&lt;/p&gt;&lt;p&gt;"It was a very serious emergency," Gnanamuthu continued. "He didn't look well, and he was driving recklessly,"&lt;/p&gt;&lt;p&gt;He can be heard exclaiming, "Oh no, no, no, no! My truck! My baby!" as Moore pushes his vehicle down the street. Thankfully, Gnanamuthu reports that the damage to his truck was minimal.&lt;/p&gt;&lt;p&gt;Garland Police are now working to get in contact with Gnanamuthu to properly document him as a witness.&lt;/p&gt;&lt;p&gt;Moore is currently booked into the Dallas County Jail.&lt;/p&gt;</content:encoded>

            <content:encoded>&lt;p&gt;A weather pattern that has resulted in dangerous storms in parts of Texas this week will continue through at least Saturday.&lt;/p&gt;&lt;p&gt;NOAA’s Weather Prediction Center has placed parts of south-central and eastern Texas in a Level 2 out of 4 risk zone for flooding as several systems work together to produce soggy weather.&lt;/p&gt;&lt;p&gt;Forecasters predict a large swath of up to 3 inches of rain across much of central and eastern Texas. Some isolated spots could see as much as 5 inches of rain.&lt;/p&gt;&lt;p&gt;Flood Watches have been issued throughout the heart of the state, covering cities such as Midland, Del Rio, San Antonio. Austin, Huntsville and Houston.&lt;/p&gt;&lt;p&gt;While no one wants to see flooding, the rain is badly needed as 80% of Texas is in some form of drought. The worst drought is being reported in parts of southern Texas and in the Big Bend region.&lt;/p&gt;</content:encoded>

Jurors are expected to return on Monday morning.&lt;/p&gt;&lt;h3&gt;3:15 p.m. Grandmother Cross-Examined&lt;/h3&gt;&lt;p&gt;Prosecutors asked Horner's grandmother whether she understands that he is responsible for what happened, not his autism diagnosis.&lt;/p&gt;&lt;p&gt;"I think his problems had something to do with it," she replied.&lt;/p&gt;&lt;p&gt;"He knows right from wrong, though, doesn't he?" the prosecutor asked.&lt;/p&gt;&lt;p&gt;"Yes he does," she admitted.&lt;/p&gt;&lt;p&gt;"He knows not to kill?" the attorney asked.&lt;/p&gt;&lt;p&gt;"Yes, he knows that," she said.&lt;/p&gt;&lt;p&gt;"He knows not to sexually assault a child?" the attorney asked.&lt;/p&gt;&lt;p&gt;"Yeah," Horner's grandmother said. "Totally shocked. I couldn't believe it myself. And it doesn't sound like, it doesn't sound like him."&lt;/p&gt;&lt;p&gt;"Are you angry with your grandson?" the defense attorney asked when redirected.&lt;/p&gt;&lt;p&gt;"Yes I am," Jackie admitted. "I'm very angry, and I'm still working through this. But I still love him."&lt;/p&gt;&lt;h3&gt;1 p.m. Horner's Grandmother Testifies&lt;/h3&gt;&lt;p&gt;Horner's maternal grandmother, Jackie, testified following the lunch break. She talked about growing up in a family where alcoholism and sexual abuse were common. Two of her siblings committed suicide. &lt;/p&gt;&lt;p&gt;She dropped out of school in the 10th grade because she became pregnant at the age of 15. She's been married three times and admitted to marrying her second husband even though her daughter accused him of sexual abuse. &lt;/p&gt;&lt;p&gt;Jackie also talked about her daughter's own abusive relationships, teenage pregnancy, and drug use. She said she took over Horner's care at her daughter's request because her daughter was battling drug addiction.&lt;/p&gt;&lt;p&gt;Jackie said both she and her daughter recognized that Horner was different than other children. Her daughter eventually took him to be tested.&lt;/p&gt;&lt;p&gt;"She was all on top of that because we knew there was something, something wasn't connected," she said.&lt;/p&gt;&lt;p&gt;She said after receiving a diagnosis of ADHD and Asperger's syndrome, she felt relieved knowing what it was. &lt;/p&gt;&lt;p&gt;During the testimony, Horner's grandmother talked about a specific instance when he was bullied during a wrestling match.&lt;/p&gt;&lt;p&gt;"Tanner was walking in front of me going to get a drink and some guy walked up next to him and just walked up to him and said, ‘Hey, you punk, you weirdo. What are you gonna do? You’re not going to.' Just all kinds of put downs to him. And he didn't know who I was and I said, "Why are you talking to him like that?' He realized there was somebody with him. That just came out of nowhere," she said.&lt;/p&gt;&lt;p&gt;"How did Tanner take it when these other kids started calling him names?" the defense asked?&lt;/p&gt;&lt;p&gt;"He'd say, ‘Oh, it’s okay, Mimi. I'm used to it,'" his grandmother replied.&lt;/p&gt;&lt;p&gt;She said she was proud when he graduated high school because he was the first person in their family to graduate.&lt;/p&gt;&lt;p&gt;Horner's grandmother also described an incident when her third husband, Bill, used a stick like a baseball bat to hit Horner. He was about 25 years old at the time. She had to take him to the hospital for stitches after that.&lt;/p&gt;&lt;p&gt;"It was terrible," she said. "It shocked Tanner. He couldn't believe it."&lt;/p&gt;&lt;p&gt;Despite that, she believes Horner still loved his pawpaw and was sad when he passed away.&lt;/p&gt;&lt;p&gt;She recalled Horner being excited to learn that he was expecting a son.&lt;/p&gt;&lt;p&gt;"He took good care of him," she said. "It's sad that, you know, he'll never be the daddy that he wanted to be."&lt;/p&gt;&lt;p&gt;When asked how all of this had affected her family, Jackie apologized to the Stand family.&lt;/p&gt;&lt;p&gt;"We think about you every day and I pray for you every day. I feel like there's nothing I can say to make anything better. And I'm sure there's not. I just want you to know that I have not forgotten you or your daughter. Every day, every day we think about her and you guys," she said.&lt;/p&gt;&lt;h3&gt;12 p.m. Lunch Break&lt;/h3&gt;&lt;p&gt;The jury was dismissed for a one-hour lunch break.&lt;/p&gt;&lt;h3&gt;11:15 a.m. Dr. Kim Spence&lt;/h3&gt;&lt;p&gt;The defense called Dr. Kim Spence, an expert who works closely with people with autism, including training others in various professions to interact and understand those who are autistic. &lt;/p&gt;&lt;p&gt;She testified that people with autism often have trouble generalizing. So someone who may have learned a skill with intervention in school may have difficulty taking that skill and then applying it to a new environment after graduation.&lt;/p&gt;&lt;p&gt;She said she doesn't agree with the assessment that was made to discontinue Horner's disability services when he turned 18.&lt;/p&gt;&lt;h3&gt;10:30 a.m. Dr. Eric Imhof &lt;/h3&gt;&lt;p&gt;Dr. Eric Imhof, a forensic psychologist who studies autistic violent offenders, was the first witness to take the stand on Thursday. He traveled to Texas and spent three days evaluating Horner in jail. He confirmed Horner's autism diagnosis, and also diagnosed him with PTSD, bipolar one disorder, depression, and generalized anxiety disorder.&lt;/p&gt;&lt;p&gt;Under cross-examination, Dr. Imhof talked about watching Horner's abduction and interrogation videos. He said he saw some indications of anxiety. He also concluded that Horner's alter ego, Zero, was not a real multiple personality.&lt;/p&gt;&lt;p&gt;The psychologist said Horner did not tell him he used cocaine on the day of the offense. &lt;/p&gt;&lt;h3&gt;9 a.m. Delayed Start&lt;/h3&gt;&lt;p&gt;Testimony on Thursday was not expected to begin until 10 or 10:30 a.m.&lt;/p&gt;&lt;h2&gt;&lt;strong&gt;Athena Strand Murder: Tanner Horner Trial Recap &lt;/strong&gt;&lt;/h2&gt;&lt;h3&gt;Day 14: Killer's psychiatrist faces tough questions during cross-examination&lt;/h3&gt;&lt;p&gt;Horner's psychiatrist returned to the stand for cross-examination. She admitted to prosecutors that he lied to her multiple times during their 18 hours together. She also admitted that Horner was the only person with knowledge of his most recent claim that he killed Athena because she witnessed him snorting cocaine. So, she has no proof that the claim isn't another lie.&lt;/p&gt;&lt;p&gt;Dr. Ryan testified that Horner has autism, PTSD, severe depression, and ADHD, which she said impacted this thought process after the murder. Prosecutors argued back, saying Horner's thought process didn't falter when he was dumping Athena's body and cleaning the FedEx truck after the crime to use it again the next day.&lt;/p&gt;&lt;p&gt;Other experts testified that Horner suffers from fetal alcohol spectrum disorder and low testosterone. &lt;/p&gt;&lt;h3&gt;Day 13: Psychiatrist explains why Tanner Horner said he killed Athena&lt;/h3&gt;&lt;p&gt;Dr. Eileen Ryan testified about her psychiatric evaluation of Horner and his medical history. She talked about the many conditions he's been diagnosed with. &lt;/p&gt;&lt;p&gt;The doctor said Horner also admitted to her what happened in the moments leading up to his decision to kill Athena. She said Horner told her he picked up Athena and put her in his truck because she saw him snorting cocaine.&lt;/p&gt;&lt;p&gt;"He immediately jumped to the conclusion that, that Athena saw him snorting cocaine. And so, she was going to tell and he was going to lose his job, which meant that he was not going to be able to support his son. He was going to lose his son. And that couldn't happen. And he's been sort of laser focused on his son for a long time. And his son was living with his fiancee's mother and he had had limited contact with his son and was distraught over that," she said.&lt;/p&gt;&lt;p&gt;The doctor said Horner eventually also told her about the sexual assault. She testified that he had difficulty talking about it because of his own rape.&lt;/p&gt;&lt;p&gt;"My opinion was that he was deeply ashamed and that was a major factor in his lying and hesitancy to talk about what had happened," she said.&lt;/p&gt;&lt;p&gt;Dr. Ryan said Horner told her he didn't decide to kill Athena until after she was in the truck.&lt;/p&gt;&lt;p&gt;"I think he just, he described it as it started, it snowballed into an avalanche. And he then, said that he knew he had to kill her. And he tried to make it, as he put it, as painless and quick as possible. So he tried to, as he put it, I think it was snap her neck. But it's not like in the movies. And it wasn't working, and so he attempted to strangle her, and he had a number of attempts to strangle her, which were unsuccessful," the doctor said.&lt;/p&gt;&lt;h3&gt;Day 12: &lt;strong&gt;Autism expert believes killer faked alter ego named Zero&lt;/strong&gt;&lt;/h3&gt;&lt;p&gt;The day's most extensive testimony came from Dr. Amy Fritz, a speech-language pathologist who evaluated Horner in jail to analyze how autism impacts his social communication. Dr. Fritz testified that Horner suffers from significant difficulties with empathy and social appropriateness, noting his evaluation was one of the worst she had ever conducted. She also discussed his use of an alter ego named ‘Zero,’ which she described as a tool he used to tell the story of the crime rather than a symptom of multiple personality disorder.&lt;/p&gt;&lt;p&gt;Under a rigorous cross-examination, Dr. Fritz made several key concessions to prosecutors. But thankfully, most workers had either gone home or were told to come in late.&lt;/p&gt;&lt;h2&gt;Mineral Wells EF-3 Tornado&lt;/h2&gt;&lt;p&gt;Cleanup efforts continue in Mineral Wells after an EF-3 tornado destroyed multiple structures.&lt;/p&gt;&lt;p&gt;The National Weather Service says a storm survey team confirmed the tornado on Tuesday evening had winds up to 145 miles per hour.&lt;/p&gt;&lt;p&gt;According to city officials, about 132 buildings were either damaged or destroyed.&lt;/p&gt;&lt;p&gt;Mineral Wells Mayor Reagan Johnson said one of those buildings that suffered extensive damage was the Ventamatic facility. But, thankfully, not many workers were there at the time. &lt;/p&gt;&lt;p&gt;"It’s so difficult to explain what a different narrative this story could be for this city. We’ve had some more information come in that we didn’t have yesterday," she said. &lt;/p&gt;&lt;p&gt;The mayor said one of the bosses at Ventamatic was weather-aware and sent people home early, then delayed the second shift.&lt;/p&gt;&lt;p&gt;"So, I mean, true, true lifesaver for this community. Incredible that he did that," Mayor Johnson said while getting emotional. "Just knowing even what that employer did, the forethought to do that, the awareness, what a hero!"&lt;/p&gt;&lt;p&gt;The mayor also talked about a teenager who was home alone but got into the closet on her own, and a husband who finally got into the closet 10 seconds before the storm hit because his wife was nagging him.&lt;/p&gt;&lt;p&gt;"She's getting a good anniversary present this year, I hope," Johnson said.&lt;/p&gt;&lt;p&gt;Mineral Wells officials said they are still working to secure some of the hardest-hit areas of the city and will then allow those businesses and homeowners to return.&lt;/p&gt;&lt;p&gt;Utility crews should have the power restored to most of the city by Thursday afternoon.&lt;/p&gt;&lt;p&gt;A curfew will remain in effect from 8 p.m. on Thursday to 6 a.m. on Friday.&lt;/p&gt;&lt;p&gt;The city is directing people to the Mineral Wells Center of Life for donations. The nonprofit organization has a &lt;a href="https://www.facebook.com/mwcol"&gt;list of needs posted on social media&lt;/a&gt; and is open in downtown Mineral Wells for drop-offs.&lt;/p&gt;&lt;p&gt;There’s also a volunteer station set up at the Steve Perdue Fire Training Center, located at 300 South Oak Avenue, and the American Red Cross has an operation set up at First Baptist Church.&lt;/p&gt;</content:encoded>

            <title>1-year-old fatally struck by car during storm prep in Parker County, deputies say</title>
            <content:encoded>&lt;p&gt;A 1-year-old boy died Tuesday after a family member accidentally struck him with a vehicle while attempting to move it before an incoming storm, according to the Parker County Sheriff’s Office.&lt;/p&gt;&lt;p&gt;Deputies responded to a 911 call at a home in northeast Parker County around 4:30 p.m. Investigators determined a family member was moving a vehicle toward a structure to protect it from the weather. The family was unaware the child had walked outside and was standing in the vehicle's blind spot.&lt;/p&gt;&lt;p&gt;As the car pulled forward, it struck the child. Family members immediately began lifesaving measures, which were continued by paramedics upon their arrival. The boy was transported to a nearby hospital, where he was later pronounced dead.&lt;/p&gt;&lt;p&gt;No arrests have been made, and deputies described the incident as a tragic accident.&lt;/p&gt;&lt;p&gt;Authorities have not released the identity of the child or the specific relationship between the driver and the toddler. Sunday will see a high near 80.&lt;/p&gt;&lt;h2&gt;7-Day Forecast&lt;/h2&gt;&lt;p&gt;A warming trend begins next week, with temperatures returning to above-normal levels.&lt;/p&gt;&lt;h2&gt;NWS Confirms 5 Tornadoes Hit North Texas&lt;/h2&gt;&lt;p&gt;The National Weather Service has confirmed at least five tornadoes touched down in North Texas during Tuesday’s severe weather outbreak.&lt;/p&gt;&lt;p&gt;Mineral Wells (EF-3) A survey team from the NWS office in Fort Worth confirmed an EF-3 tornado with peak winds of 145 mph struck Mineral Wells around 5 p.m. Tuesday. The tornado formed along Highway 180, leveling warehouses in the city's industrial region and ripping roofs off homes. Officials are urging the public to avoid the area as it remains unsafe. The city is still determining when displaced residents can return. No fatalities were reported, though several people were hospitalized.&lt;/p&gt;&lt;p&gt;Cleburne and Rio Vista (EF-0 and EF-1) Two tornadoes were produced by a single storm cell that tracked from Cleburne to Rio Vista. West of Cleburne, an EF-0 tornado with 80 mph winds touched down in Byron Stewart Park. It traveled 3.5 miles, crossing Lake Pat Cleburne and destroying trees and an RV storage garage. The same cell later produced an EF-1 tornado with 90 mph winds in Rio Vista. This two-mile path damaged homes, businesses, and metal structures near FM 916, though no major injuries were reported.&lt;/p&gt;&lt;p&gt;Cresson and Montague County The NWS also confirmed a brief tornado on the east side of Cresson. Because a clear damage path could not be determined, it currently holds an "N/A" rating pending further investigation. Additionally, video evidence confirmed a brief tornado east of Highway 59 near the Clay County line in Montague County.             <content:encoded>&lt;p&gt;A shooting on Easter Sunday at an Oak Cliff shopping mall left an innocent bystander injured and police searching for two groups of people involved.&lt;/p&gt;&lt;h2&gt;Oak Cliff shooting&lt;/h2&gt;&lt;p&gt;On Apr. 5, two groups of people exchanged gunfire at Big T Bazaar, a shopping mall in Oak Cliff.&lt;/p&gt;&lt;p&gt;One group was inside a barber shop at the mall before the second group arrived. The two groups exchanged words before exchanging gunfire.&lt;/p&gt;&lt;p&gt;The two groups fled the scene, one group in a black Dodge Challenger and one group in a gray Honda CRV.&lt;/p&gt;&lt;p&gt;One innocent bystander was injured in the shooting. Dallas Police Det. Lauren Kebart says the victim is in stable condition.&lt;/p&gt;&lt;p&gt;"It was Easter Sunday. People were out here just trying to shop and enjoy their time and got caught up in something they had nothing to do with," Kebart said.&lt;/p&gt;&lt;p&gt;Dallas Police have released surveillance video and images from the shooting, and are asking the public for help in identifying these individuals.&lt;/p&gt;&lt;p&gt;Anyone with information on this shooting can contact Det.             <content:encoded>&lt;p&gt;Dallas Area Rapid Transit (DART) is touting a multi-million move that they say will expand its security and mental health support.&lt;/p&gt;&lt;p&gt;The move comes just days before voters in three North Texas cities will decide whether to withdraw from DART service. &lt;/p&gt;&lt;h2&gt;DART expands security&lt;/h2&gt;&lt;p&gt;Tuesday night, the board approved spending $32 million to keep the expanded security presence going for one more year. The transit agency first added 100 security officers with federal money from the American Rescue Plan Act. The service's chair says now is the time to make the additional officers a permanent part of DART's budget. &lt;/p&gt;&lt;p&gt;DART Board Chair Randall Bryant says when the system added the extra officers four years ago, it brought crime down by 20 percent. The board says they are aware people are worried about safety on their trains and buses, and it's time to ensure permanent fixes to those issues. &lt;/p&gt;&lt;p&gt;Bryant says when the board approves its next 20-year financial plan in September, he wants this additional security included in the plan.&lt;/p&gt;&lt;p&gt;Bryant also said that whether people use DART or not, the region as a whole still reaps the benefits of the service.  &lt;/p&gt;&lt;p&gt;"The commerce and the activities that happen around the city in this region are benefited by one less car, and the air quality for generations to come is benefited by one less car," Bryant said. "So, no matter if you are in a member city of DART, if you utilize DART, if you don't utilize DART, your life is benefited by the work that we do here at DART."&lt;/p&gt;&lt;h2&gt;DART mental health program&lt;/h2&gt;&lt;p&gt;The board's vote will also fund DART's mental health program.&lt;/p&gt;&lt;p&gt;The initiative called "DART Cares" connects vulnerable riders with mental health services through a partnership with parkland health. &lt;/p&gt;&lt;p&gt;The funding will go to embed mental health clinicians alongside DART police to respond to individuals experiencing homelessness or a mental health crisis on the train. &lt;/p&gt;&lt;p&gt;The goal is to reduce the use of trains as shelters by connecting people with actual shelters. &lt;/p&gt;&lt;h2&gt;DART member city votes upcoming&lt;/h2&gt;&lt;p&gt;Addison, University Park and Highland Park are all holding elections on Saturday, May 2, to decide if voters want to withdraw from service. &lt;/p&gt;&lt;p&gt;If voters want to withdraw, service in their city would end immediately. &lt;/p&gt;&lt;p&gt;The three cities make up 3.7% of DART's budget. &lt;/p&gt;</content:encoded>

            <content:encoded>&lt;p&gt;North Texans will see plenty of fans donning blue and white this summer when the Argentina national soccer team comes to town seeking to defend their 2022 FIFA World Cup title.&lt;/p&gt;&lt;h2&gt;Defending champs in North Texas&lt;/h2&gt;&lt;p&gt;Argentina comes into the 2026 FIFA World Cup as the defending champions, having knocked off France on penalty kicks in the 2022 World Cup final.&lt;/p&gt;&lt;p&gt;It was the pinnacle of a legendary career for Lionel Messi, the Argentinian superstar who scored two goals in the final and was named the best player of the tournament.&lt;/p&gt;&lt;p&gt;Now, Messi and the rest of the Argentinian team seek to defend their title with two group stage games in North Texas.&lt;/p&gt;&lt;p&gt;Argentina will take on Austria on June 22 before playing Jordan on June 27, with both games being played at AT&amp;T Stadium in Arlington (called Dallas Stadium for the duration of the tournament).&lt;/p&gt;&lt;h2&gt;We breathe, eat, sleep soccer"&lt;/h2&gt;&lt;p&gt;"We’re the best fans in the world."&lt;/p&gt;&lt;p&gt;Argentina soccer superfan Franco Amieva grew up in the South American country, but now calls Fort Worth home. &lt;/p&gt;&lt;p&gt;He will be at AT&amp;T Stadium this June to cheer on his team, and says Argentinian fans are just different from the rest.&lt;/p&gt;&lt;p&gt;"It comes from the culture. Argentina is known for soccer. We breathe, eat, sleep soccer," Amieva told FOX 4's Vania Castillo. "Expect a good party, a lot of drums, just a lot of joy. We bring a lot to the sport."&lt;/p&gt;&lt;p&gt;Amieva will lead an Argentinian barra during their matches in Arlington. He explains a barra is a group of superfans who will make their presence known throughout the match by chanting and playing instruments.&lt;/p&gt;&lt;p&gt;"People that play the drums, play the trumpet, percussion, stuff like that," Amieva explained. "It’s what we bring. You know we bring the party."&lt;/p&gt;&lt;p&gt;Amieva says it will feel like a homecoming having so many fans from his home country in North Texas for the game.&lt;/p&gt;&lt;p&gt;"There’s probably about two to three thousand people that we know that are coming this way for the games," Ameiva said.             <title>Korean Air bans roosters from flights to Philippines after Texas tied to cockfighting supply</title>

            <content:encoded>&lt;p&gt;Korean Air has banned roosters on flights from the U.S. to the Philippines, following a report that found a large swath of Texas is tightly tied to supplying birds for cockfighting in the Asian nation. &lt;/p&gt;&lt;p&gt;According to the airline, the decision was based on care for the safety of animals. &lt;/p&gt;&lt;p&gt;While cockfighting is illegal in the U.S., breeding and selling roosters for agricultural or other benign purposes is not.&lt;/p&gt;&lt;h2&gt;Korean Air restricts roosters&lt;/h2&gt;&lt;p&gt;In a statement to FOX Local, Korea Air said the suspension applies to all roosters, regardless of age:&lt;/p&gt;&lt;p&gt;&lt;i&gt;"Korean Air has suspended the transportation of roosters of all ages on routes from the United States to the Philippines. Korean Air is firmly committed to the lawful and safe transport of live animals, in accordance with applicable laws and regulations."&lt;/i&gt;&lt;/p&gt;&lt;p&gt;Some months ago, an animal rights nonprofit called &lt;a href="https://animalwellnessaction.org/" target="_blank" rel="noopener"&gt;Animal Wellness Action&lt;/a&gt; (AWA) released an in-depth &lt;a href="https://animalwellnessaction.org/wp-content/uploads/2025/10/TECOMA-Corridor_v3c.pdf" target="_blank" rel="noopener"&gt;report&lt;/a&gt; calling an area including North Texas the "primary hub of illegal cockfighting" in the nation, with multiple reports of rooster breeders taking their animals to the Philippines for that purpose. That report claims Korean Air was the airline of choice for such operations. &lt;/p&gt;&lt;p&gt;"We are grateful to Korean Air for giving us an audience and allowing us to present the mass of information revealing that the company was being rooked by U.S. cockfighters, pretending to be "farmers" and benign "breeders," but who have been supplying fighting birds to the Philippines every year by the tens of thousands and directly participating in the fights themselves," the group said in a Monday &lt;a href="https://animalwellnessaction.org/korean-air-to-end-shipping-fighting-roosters-to-the-philippines/" target="_blank" rel="noopener"&gt;statement&lt;/a&gt; after Korea Air's announcement. &lt;/p&gt;&lt;h2&gt;Texas as cockfighting ‘hub’&lt;/h2&gt;&lt;p&gt;The report came from AWA in October 2025, saying a stretch of U.S. land from Tulsa, Oklahoma, to Dallas, and stretching as far east as the Tyler-Longview area, is known as the "Texoma Cockfighting Corridor." According to the nonprofit, Texas, where cockfighting is illegal, serves as a massive supplier of the birds to areas where the violent sport is popular and profitable, including the Philippines. &lt;/p&gt;&lt;p&gt;One large breeder of the birds near Dallas, North Texas Livestock Shipping Company, is noted in the report as "specializ[ing] in trafficking fighting birds to the Philippines." They and other breeders are reportedly known to use commercial airlines to send roosters to Asia explicitly for cockfighting. &lt;/p&gt;&lt;p&gt;According to the nonprofit, these breeders rear the birds for the sole purpose of fighting. Those birds are then allegedly sold for as much as $2,000 each. Filipino authorities reported more than $12 billion in wagering on cockfighting in 2022, the report says, and large events like the "World Slasher Cup" can see nightly sums as high as $600,000 change hands over the sport. &lt;/p&gt;&lt;p&gt;"Cockfighting enthusiasts also breed and train and then export tens of thousands of roosters to Guam, Mexico, the Philippines, and other nations, despite federal laws banning such shipments," the report says.&lt;/p&gt;&lt;h2&gt;Texas cockfighting arrests&lt;/h2&gt;&lt;p&gt;While cockfighting is illegal in all 50 U.S. states, arrests for the illicit sport are not uncommon within and around the Texoma Cockfighting Corridor.
