1$\begingroup$ Especially biological warfare makes a lot of sense. Development is plausible since even a small lab can simply get lucky in their strains mutations and with only seaborne targets it's realistic enough to ignore the threat of a breakout (especially in a "we do this or we capitulate"-scenario).
