In an asymmetric warfare scenario, a single anonymous underground bunker might trigger explosions in some nuclear weapons around the world as a demonstration, and demand that the others be disassembled, yet lack the conventional power to act further. Their goal would only have been to reduce the level of inequality.

If you develop this technology, your enemies are going to want to use their weapons before you destroy them, and your generals are going to want to capitalize on nuclear supremacy before the enemy builds one of their own.
